55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to a study and report on the establishment and
88 implementation of a program that provides financial assistance to
99 property owners who offer housing to veterans at risk of
1010 homelessness.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. (a) In this section, "council" means the Texas
1313 Interagency Council for the Homeless.
1414 (b) The council shall conduct a study to evaluate the
1515 feasibility, methods, and costs of establishing and implementing a
1616 program that provides financial assistance to property owners who
1717 offer housing to veterans at risk of homelessness.
1818 (c) In conducting the study, the council shall:
1919 (1) evaluate and identify any sources of funding that
2020 might be available to cover the probable cost of the program;
2121 (2) evaluate methods that have been implemented by
2222 other states to provide a similar program; and
2323 (3) identify the state agency or agencies that could
2424 most efficiently implement and administer the program.
2525 (d) Not later than September 1, 2024, the council shall
2626 submit to the legislature a written report on the results of the
2727 study and any recommendations for legislative or other action.
2828 (e) This section expires September 1, 2025.
2929 SECTION 2. This Act takes effect immediately if it receives
3030 a vote of two-thirds of all the members elected to each house, as
3131 provided by Section 39, Article III, Texas Constitution. If this
3232 Act does not receive the vote necessary for immediate effect, this
3333 Act takes effect September 1, 2023.
