| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Section 341.0315, Health and Safety Code, is |
|---|
| 11 | 11 | | amended by adding Subsection (c-1) to read as follows: |
|---|
| 12 | 12 | | (c-1) Notwithstanding any other law, the commission by rule |
|---|
| 13 | 13 | | shall establish connection equivalency values for each meter size |
|---|
| 14 | 14 | | used to serve a recreational vehicle park, as defined by Section |
|---|
| 15 | 15 | | 13.087, Water Code, for use in determining the number of |
|---|
| 16 | 16 | | connections served by a public drinking water supply system that |
|---|
| 17 | 17 | | provides service through meters. The rules must establish that |
|---|
| 18 | 18 | | eight recreational vehicle or cabin sites at a recreational vehicle |
|---|
| 19 | 19 | | park, whether occupied or not, are equivalent to one residential |
|---|
| 20 | 20 | | metered connection. |

| 21 | 21 | | SECTION 2. Subchapter E, Chapter 13, Water Code, is amended |
|---|
| 22 | 22 | | by adding Section 13.152 to read as follows: |

| 23 | 23 | | Sec. 13.152. BILLING FOR RECREATIONAL VEHICLE PARKS. (a) |
|---|
| 24 | 24 | | In this section, "recreational vehicle park" has the meaning |
|---|
| 25 | 25 | | assigned by Section 13.087. |
|---|
| 26 | 26 | | (b) A retail public utility, other than a municipally owned |
|---|
| 27 | 27 | | utility described by Section 13.087, providing water or sewer |
|---|
| 28 | 28 | | service to a recreational vehicle park shall ensure that billing |
|---|
| 29 | 29 | | for the service is based on actual water usage recorded by the |
|---|
| 30 | 30 | | retail public utility. |
|---|
| 31 | 31 | | SECTION 3. This Act takes effect September 1, 2023. |
