| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter A, Chapter 38, Education Code, is |
|---|
| 11 | 11 | | amended by adding Section 38.0232 to read as follows: |

| 12 | 12 | | Sec. 38.0232. ACCESS TO SOCIAL MEDIA AND NETWORKING |
|---|
| 13 | 13 | | WEBSITES PROHIBITED; EXCEPTION. (a) A school district or |
|---|
| 14 | 14 | | open-enrollment charter school shall deploy technology to disable |
|---|
| 15 | 15 | | access to social media and social networking Internet websites on a |
|---|
| 16 | 16 | | digital device connected to an Internet service provided at a |
|---|
| 17 | 17 | | district or school campus, including on a digital device owned by |
|---|
| 18 | 18 | | an employee of the district or school while the device is connected |
|---|
| 19 | 19 | | to a campus Internet service. |
|---|
| 20 | 20 | | (b) The technology deployed by a school district or |
|---|
| 21 | 21 | | open-enrollment charter school under Subsection (a) must provide |
|---|
| 22 | 22 | | for a method by which an employee of the school district or |
|---|
| 23 | 23 | | open-enrollment charter school may access an otherwise restricted |
|---|
| 24 | 24 | | social media or social networking Internet website for an |
|---|
| 25 | 25 | | appropriate administrative or educational purpose. |
|---|
| 26 | 26 | | SECTION 2. This Act applies beginning with the 2023-2024 |
|---|
| 27 | 27 | | school year. |
|---|
| 28 | 28 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 29 | 29 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 30 | 30 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 31 | 31 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 32 | 32 | | Act takes effect September 1, 2023. |
