| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Title 6, Business & Commerce Code, is amended by |
|---|
| 11 | 11 | | adding Chapter 205 to read as follows: |
|---|
| 12 | 12 | | CHAPTER 205. REPORTS OF CERTAIN MULTIPLE FIREARM TRANSFERS |
|---|
| 13 | 13 | | Sec. 205.001. DEFINITION. In this chapter, "licensed |
|---|
| 14 | 14 | | firearms dealer" means a person who is licensed as a firearms dealer |
|---|
| 15 | 15 | | under 18 U.S.C. Section 923. |
|---|
| 16 | 16 | | Sec. 205.002. APPLICABILITY. This chapter applies only to |
|---|
| 17 | 17 | | a semiautomatic rifle that: |
|---|
| 18 | 18 | | (1) is capable of accepting a detachable magazine; and |
|---|
| 19 | 19 | | (2) has a caliber greater than .22. |
|---|
| 20 | 20 | | Sec. 205.003. REPORT. A licensed firearms dealer who, on a |
|---|
| 21 | 21 | | single occasion or during a period of five consecutive business |
|---|
| 22 | 22 | | days, sells or otherwise transfers two or more semiautomatic rifles |
|---|
| 23 | 23 | | described by Section 205.002 to the same person, other than a |
|---|
| 24 | 24 | | licensed firearms dealer, promptly shall report each of the |
|---|
| 25 | 25 | | transfers made to that person to the sheriff of each county in which |
|---|
| 26 | 26 | | those transfers occurred. |
|---|
| 27 | 27 | | SECTION 2. The change in law made by this Act applies only |
|---|
| 28 | 28 | | to the sale or other transfer of a firearm that occurs on or after |
|---|
| 29 | 29 | | the effective date of this Act. A sale or other transfer of a |
|---|
| 30 | 30 | | firearm that occurs before the effective date of this Act is |
|---|
| 31 | 31 | | governed by the law in effect immediately before the effective date |
|---|
| 32 | 32 | | of this Act, and that law is continued in effect for that purpose. |
|---|
| 33 | 33 | | SECTION 3. This Act takes effect September 1, 2023. |
