|---|
| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Subchapter B, Chapter 67, Education Code, is |
|---|
| 13 | 13 | | amended by adding Section 67.28 to read as follows: |
|---|
| 14 | 14 | | Sec. 67.28. COMPUTER SCIENCE EDUCATION CAPACITY PROMOTION |
|---|
| 15 | 15 | | PROGRAM. (a) In this section, "institution of higher education" |
|---|
| 16 | 16 | | has the meaning assigned by Section 61.003. |
|---|
| 17 | 17 | | (b) From money appropriated or otherwise available for the |
|---|
| 18 | 18 | | purpose, the university shall design, develop, and implement a |
|---|
| 19 | 19 | | program to support and streamline computer science education and |
|---|
| 20 | 20 | | professional development for educators. |
|---|
| 21 | 21 | | (c) Under the program, the university shall: |
|---|
| 22 | 22 | | (1) provide public primary and secondary schools and |
|---|
| 23 | 23 | | institutions of higher education with access to evidence-based and |
|---|
| 24 | 24 | | accredited computer science professional development resources |
|---|
| 25 | 25 | | provided by institutions of higher education, nonprofit |
|---|
| 26 | 26 | | organizations, or other accredited providers; |
|---|
| 27 | 27 | | (2) recruit educators to the field of computer science |
|---|
| 28 | 28 | | education by providing continued professional development for |
|---|
| 29 | 29 | | existing and aspiring educators and certification stipends for |
|---|
| 30 | 30 | | newly certified educators; and |
|---|
| 31 | 31 | | (3) provide stipends to educators who gain new skills |
|---|
| 32 | 32 | | through professional development or who successfully obtain an |
|---|
| 33 | 33 | | accredited or evidence-based computer science education |
|---|
| 34 | 34 | | certification. |
|---|
| 35 | 35 | | (d) The university shall prioritize providing services |
|---|
| 36 | 36 | | under the program to educators from: |
|---|
| 37 | 37 | | (1) public school campuses that lack certified |
|---|
| 38 | 38 | | computer science educators; and |
|---|
| 39 | 39 | | (2) other underserved geographic locations and |
|---|
| 40 | 40 | | demographic communities. |
|---|
| 41 | 41 | | (e) The board shall adopt policies for the implementation |
|---|
| 42 | 42 | | and administration of the program. |
|---|
| 43 | 43 | | SECTION 2. As soon as practicable after the effective date |
|---|
| 44 | 44 | | of this Act, The University of Texas at Austin shall establish the |
|---|
| 45 | 45 | | computer science education capacity promotion program required by |
|---|
| 46 | 46 | | Section 67.28, Education Code, as added by this Act. |
|---|
| 47 | 47 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 48 | 48 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 49 | 49 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 50 | 50 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 51 | 51 | | Act takes effect September 1, 2023. |
