77 AN ACT
88 relating to the establishment by The University of Texas at Austin
99 of a program to promote computer science education capacity in this
1010 state.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Subchapter B, Chapter 67, Education Code, is
1313 amended by adding Section 67.28 to read as follows:
1414 Sec. 67.28. COMPUTER SCIENCE EDUCATION CAPACITY PROMOTION
1515 PROGRAM. (a) In this section, "institution of higher education"
1616 has the meaning assigned by Section 61.003.
1717 (b) From money appropriated or otherwise available for the
1818 purpose, the university shall design, develop, and implement a
1919 program to support and streamline computer science education and
2020 professional development for educators.
2121 (c) Under the program, the university shall:
2222 (1) provide public primary and secondary schools and
2323 institutions of higher education with access to evidence-based and
2424 accredited computer science professional development resources
2525 provided by institutions of higher education, nonprofit
2626 organizations, or other accredited providers;
2727 (2) recruit educators to the field of computer science
2828 education by providing continued professional development for
2929 existing and aspiring educators and certification stipends for
3030 newly certified educators; and
3131 (3) provide stipends to educators who gain new skills
3232 through professional development or who successfully obtain an
3333 accredited or evidence-based computer science education
3434 certification.
3535 (d) The university shall prioritize providing services
3636 under the program to educators from:
3737 (1) public school campuses that lack certified
3838 computer science educators; and
3939 (2) other underserved geographic locations and
4040 demographic communities.
4141 (e) The board shall adopt policies for the implementation
4242 and administration of the program.
4343 SECTION 2. As soon as practicable after the effective date
4444 of this Act, The University of Texas at Austin shall establish the
4545 computer science education capacity promotion program required by
4646 Section 67.28, Education Code, as added by this Act.
4747 SECTION 3. This Act takes effect immediately if it receives
4848 a vote of two-thirds of all the members elected to each house, as
4949 provided by Section 39, Article III, Texas Constitution. If this
5050 Act does not receive the vote necessary for immediate effect, this
5151 Act takes effect September 1, 2023.
