55 relating to continuing education and training requirements for
66 classroom teachers and public school counselors.
77 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
88 SECTION 1. Section 21.054(d), Education Code, as amended by
99 Chapters 1045 (S.B. 1267) and 973 (S.B. 2066), Acts of the 87th
1010 Legislature, Regular Session, 2021, is reenacted and amended to
1111 read as follows:
1212 (d) Subject to Subsection (d-2), continuing [Continuing]
1313 education requirements for a classroom teacher may not require
1414 [must provide] that [not] more than 25 percent of the training
1515 required every five years include instruction regarding:
1616 (1) collecting and analyzing information that will
1717 improve effectiveness in the classroom;
1818 (2) recognizing early warning indicators that a
1919 student may be at risk of dropping out of school;
2020 (3) digital learning, digital teaching, and
2121 integrating technology into classroom instruction;
2222 (4) educating diverse student populations, including:
2323 (A) students who are educationally
2424 disadvantaged; and
2525 (B) students at risk of dropping out of school;
2626 and
2727 (5) understanding appropriate relationships,
2828 boundaries, and communications between educators and students.
2929 SECTION 2. Section 21.054, Education Code, is amended by
3030 adding Subsection (d-2) and amending Subsection (f) to read as
3131 follows:
3232 (d-2) Training in a topic of instruction described by
3333 Subsection (d) attended by a classroom teacher in excess of an
3434 amount of hours equal to 25 percent of the training required of the
3535 teacher every five years shall be counted toward the teacher's
3636 overall training requirements.
3737 (f) Continuing education requirements for a counselor must
3838 provide that at least [not more than] 25 percent of training
3939 required every five years include instruction regarding:
4040 (1) assisting students in developing high school
4141 graduation plans;
4242 (2) implementing dropout prevention strategies;
4343 (3) informing students concerning:
4444 (A) college admissions, including college
4545 financial aid resources and application procedures; and
4646 (B) career opportunities;
4747 (4) counseling students concerning mental health
4848 conditions and substance abuse, including through the use of
4949 grief-informed and trauma-informed interventions and crisis
5050 management and suicide prevention strategies; and
5151 (5) effective implementation of a comprehensive
5252 school counseling program under Section 33.005.
5353 SECTION 3. This Act applies beginning with the 2023-2024
5454 school year.
5555 SECTION 4. This Act takes effect immediately if it receives
5656 a vote of two-thirds of all the members elected to each house, as
5757 provided by Section 39, Article III, Texas Constitution. If this
5858 Act does not receive the vote necessary for immediate effect, this
5959 Act takes effect September 1, 2023.
