| 7 | 7 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 8 | 8 | | SECTION 1. Section 548.051, Transportation Code, is amended |
|---|
| 9 | 9 | | by adding Subsection (c) to read as follows: |
|---|
| 10 | 10 | | (c) A motor vehicle that uses electricity as its only source |
|---|
| 11 | 11 | | of motor power and that is not equipped with an internal combustion |
|---|
| 12 | 12 | | engine is exempt from the inspection requirements relating to the |
|---|
| 13 | 13 | | emissions and exhaust systems provided in Subsections |
|---|
| 14 | 14 | | (a)(12)-(15). |
|---|
| 15 | 15 | | SECTION 2. As soon as practicable after the effective date |
|---|
| 16 | 16 | | of this Act, the public safety director of the Department of Public |
|---|
| 17 | 17 | | Safety shall adopt or amend department rules as necessary to |
|---|
| 18 | 18 | | implement the provisions of this Act. |
|---|
| 19 | 19 | | SECTION 3. The changes in law made by this Act apply only to |
|---|
| 20 | 20 | | an offense committed on or after the effective date of this Act. An |
|---|
| 21 | 21 | | offense committed before the effective date of this Act is governed |
|---|
| 22 | 22 | | by the law in effect on the date the offense was committed, and the |
|---|
| 23 | 23 | | former law is continued in effect for that purpose. For purposes of |
|---|
| 24 | 24 | | this section, an offense was committed before the effective date of |
|---|
| 25 | 25 | | this Act if any element of the offense occurred before that date. |
|---|
| 26 | 26 | | SECTION 4. This Act takes effect September 1, 2023. |
