88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Subtitle A, Title 6, Government Code, is amended
1010 by adding Chapter 620 to read as follows:
1111 CHAPTER 620. COMPENSATION OF GOVERNMENTAL ENTITY EMPLOYEES
1212 Sec. 620.001. DEFINITIONS. In this chapter:
1313 (1) "Total Compensation" means the salary, wages, and
1414 any other thing of value that an employee receives for work
1515 performed by the employee.
1616 (2) "Governmental entity" means:
1717 (A) a state agency in the executive, legislative,
1818 or judicial branch of state government; or
1919 (B) a political subdivision of this state,
2020 including a county, municipality, school district, hospital
2121 district, metropolitan transit authority, conservation and
2222 reclamation district, or any other special purpose district.
2323 Sec. 620.002. REQUIRED POSTING OF EMPLOYEE COMPENSATION.
2424 Except for information excepted from required disclosure under
2525 Chapter 552, each governmental entity shall:
2626 (1) post on the entity's publicly available Internet
2727 website:
2828 (A) any employment contract the entity enters
2929 into with an entity employee; and
3030 (B) the total compensation paid to each entity
3131 employee; and
3232 (2) at least annually update the information required
3333 under Subdivision (1).
3434 Sec. 620.003. FAILURE TO POST EMPLOYEE COMPENSATION. If
3535 the comptroller determines that a governmental entity has violated
3636 Section 620.002, the comptroller shall:
3737 (1) publish the comptroller's determination in the
3838 Texas Register; and
3939 (2) notify the governmental entity in writing that the
4040 entity is ineligible for any state grant for a period of two years
4141 from the date the determination is published under Subdivision (1).
4242 SECTION 2. Not later than January 1, 2024, each
4343 governmental entity shall comply with Section 620.002, Government
4444 Code, as added by this Act.
4545 SECTION 3. This Act takes effect September 1, 2023.
