| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter C, Chapter 49, Water Code, is amended |
|---|
| 11 | 11 | | by adding Section 49.0645 to read as follows: |
|---|
| 12 | 12 | | Sec. 49.0645. RECORDING OF MEETINGS. (a) The board shall |
|---|
| 13 | 13 | | make an audio recording of reasonable quality of each open meeting |
|---|
| 14 | 14 | | held by the board. |
|---|
| 15 | 15 | | (b) A recording made under this section must be: |
|---|
| 16 | 16 | | (1) if the district maintains an Internet website: |
|---|
| 17 | 17 | | (A) made available on the Internet website of the |
|---|
| 18 | 18 | | district not later than the fifth day after the date of the meeting; |
|---|
| 19 | 19 | | and |
|---|
| 20 | 20 | | (B) maintained on the Internet website of the |
|---|
| 21 | 21 | | district until the first anniversary of the meeting date; or |
|---|
| 22 | 22 | | (2) if the district does not maintain an Internet |
|---|
| 23 | 23 | | website: |
|---|
| 24 | 24 | | (A) made available to the public at the regular |
|---|
| 25 | 25 | | office of the district; and |
|---|
| 26 | 26 | | (B) maintained until the first anniversary of the |
|---|
| 27 | 27 | | meeting date. |
|---|
| 28 | 28 | | SECTION 2. This Act takes effect September 1, 2023. |
