55 relating to the locations of the campuses of the Texas State
66 Technical College System.
77 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
88 SECTION 1. Section 135.02(a), Education Code, is amended to
99 read as follows:
1010 (a) The Texas State Technical College System is composed of:
1111 (1) a system office located in the city of Waco in
1212 McLennan County;
1313 (2) a campus located in [the city of Harlingen in]
1414 Cameron County;
1515 (3) a campus serving West Texas that operates as a
1616 collective unit of strategically positioned permanent locations in
1717 [the city of Sweetwater in] Nolan County, [the city of Abilene in]
1818 Taylor County, [the city of Brownwood in] Brown County, and [the
1919 city of Breckenridge in] Stephens County;
2020 (4) a campus located [in the city of Marshall] in
2121 Harrison County;
2222 (5) a campus located [in the city of Waco] in McLennan
2323 County;
2424 (6) a campus located in Fort Bend County;
2525 (7) a campus that operates as a collective unit of one
2626 or more locations [located in the city of Red Oak] in Ellis County;
2727 [and]
2828 (8) a campus that operates as a collective unit of one
2929 or more locations in Comal County and Guadalupe County;
3030 (9) a campus located in Denton County;
3131 (10) a campus that operates as a collective unit of one
3232 or more locations in Williamson County east of State Highway 130 and
3333 Interstate Highway 35; and
3434 (11) campuses assigned to the system from time to time
3535 by specific legislative Act.
3636 SECTION 2. Section 130.063(e), Education Code, is amended
3737 to read as follows:
3838 (e) This section does not prevent a junior college district
3939 from annexing territory located in Brown County, Comal County,
4040 Denton County, Guadalupe County, or Williamson County.
4141 SECTION 3. Section 135.04(b), Education Code, is amended to
4242 read as follows:
4343 (b) Before any program may be offered by a campus or
4444 extension center within the tax district of a public junior college
4545 that is operating a vocational and technical program, it must be
4646 established that the public junior college is not capable of
4747 offering or is unable to offer the program. After it is established
4848 that a need for the program exists and that the program is not
4949 locally available, the campus or extension center may offer the
5050 program, provided approval is secured from the coordinating board.
5151 Approval of technical-vocational programs under this section does
5252 not apply to Brown, McLennan, Cameron, Fort Bend, Comal, Denton,
5353 Guadalupe, Williamson, and Potter Counties [counties].
5454 SECTION 4. This Act takes effect immediately if it receives
5555 a vote of two-thirds of all the members elected to each house, as
5656 provided by Section 39, Article III, Texas Constitution. If this
5757 Act does not receive the vote necessary for immediate effect, this
5858 Act takes effect September 1, 2023.
