55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the establishment of a dual language immersion
88 bilingual education teaching certificate.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter B, Chapter 21, Education Code, is
1111 amended by adding Section 21.04892 to read as follows:
1212 Sec. 21.04892. DUAL LANGUAGE IMMERSION BILINGUAL EDUCATION
1313 CERTIFICATION. (a) The board shall establish a dual language
1414 immersion bilingual education teaching certificate to provide
1515 instruction to high school students in bilingual education programs
1616 using a dual language immersion/one-way or two-way program model.
1717 (b) To be eligible for a certificate established under this
1818 section, a person must:
1919 (1) satisfactorily complete the coursework for that
2020 certificate in an educator preparation program;
2121 (2) perform satisfactorily on the Bilingual Target
2222 Language Proficiency Test; and
2323 (3) satisfy any other requirements prescribed by the
2424 board designed to address specific linguistic and content
2525 requirements for effective instruction in a dual language immersion
2626 program.
2727 (c) The board shall propose rules to allow a person seeking
2828 certification under this section who fails to perform
2929 satisfactorily on the Bilingual Target Language Proficiency Test
3030 to:
3131 (1) retake only the sections of the test that include
3232 the domains on which the person failed to perform satisfactorily;
3333 and
3434 (2) during a retake of the test described by
3535 Subdivision (1), demonstrate the person's language proficiency
3636 through the completion of fewer components, including eliminating a
3737 component that requires the preparation of a lesson plan for a
3838 person who fails to perform satisfactorily on a domain requiring
3939 completion of that component.
4040 SECTION 2. As soon as practicable after the effective date
4141 of this Act, the State Board for Educator Certification shall
4242 propose rules prescribing requirements for an educator
4343 certification in dual language immersion bilingual education
4444 teaching as provided by Section 21.04892, Education Code, as added
4545 by this Act.
4646 SECTION 3. This Act takes effect September 1, 2023.
