| 7 | 7 | | relating to a study by the Texas Education Agency on Asian American |
|---|
| 8 | 8 | | and Pacific Islander students enrolled in public schools. |

| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|---|
| 10 | 10 | | SECTION 1. DEFINITION. In this Act, "agency" means the |
|---|
| 11 | 11 | | Texas Education Agency. |
|---|
| 12 | 12 | | SECTION 2. STUDY REGARDING ASIAN AMERICAN AND PACIFIC |
|---|
| 13 | 13 | | ISLANDER STUDENTS. (a) The agency shall conduct a study regarding |
|---|
| 14 | 14 | | students enrolled in public primary and secondary schools in this |
|---|
| 15 | 15 | | state that identify as Asian American or Pacific Islander. |
|---|
| 16 | 16 | | (b) The study must: |
|---|
| 17 | 17 | | (1) identify the number of students enrolled in public |
|---|
| 18 | 18 | | primary and secondary schools that identify as Asian American or |
|---|
| 19 | 19 | | Pacific Islander and assess the students' English language |
|---|
| 20 | 20 | | abilities; |
|---|
| 21 | 21 | | (2) identify any areas in which the needs of Asian |
|---|
| 22 | 22 | | American or Pacific Islander students are not addressed; and |
|---|
| 23 | 23 | | (3) assess whether schools are allocated sufficient |
|---|
| 24 | 24 | | resources to address the needs of Asian American or Pacific |
|---|
| 25 | 25 | | Islander students. |
|---|
| 26 | 26 | | (c) In conducting the study, the agency may solicit input |
|---|
| 27 | 27 | | from parents or guardians, students, teachers, administrators, and |
|---|
| 28 | 28 | | school support staff. |
|---|
| 29 | 29 | | SECTION 3. REPORT TO LEGISLATURE. Not later than December |
|---|
| 30 | 30 | | 1, 2024, the agency shall prepare and submit to the legislature a |
|---|
| 31 | 31 | | report on the results of the study conducted under Section 2 of this |
|---|
| 32 | 32 | | Act and any recommendations for legislative or other action. |
|---|
| 33 | 33 | | SECTION 4. EXPIRATION OF ACT. This Act expires September 1, |
|---|
| 34 | 34 | | 2025. |
|---|
| 35 | 35 | | SECTION 5. EFFECTIVE DATE. This Act takes effect |
|---|
| 36 | 36 | | immediately if it receives a vote of two-thirds of all the members |
|---|
| 37 | 37 | | elected to each house, as provided by Section 39, Article III, Texas |
|---|
| 38 | 38 | | Constitution. If this Act does not receive the vote necessary for |
|---|
| 39 | 39 | | immediate effect, this Act takes effect September 1, 2023. |
