| 6 | 6 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 7 | 7 | | SECTION 1. Section 148.001, Agriculture Code, is amended to |
|---|
| 8 | 8 | | read as follows: |
|---|
| 9 | 9 | | Sec. 148.001. DEFINITION. In this chapter, "slaughterer" |
|---|
| 10 | 10 | | means a person engaged in the business of[: |
|---|
| 11 | 11 | | [(1)] slaughtering livestock for profit[; or |
|---|
| 12 | 12 | | [(2) selling livestock, as a primary business, to be |
|---|
| 13 | 13 | | slaughtered by the purchaser on premises owned or operated by the |
|---|
| 14 | 14 | | seller, in a county: |
|---|
| 15 | 15 | | [(A) with a population of one million or more; |
|---|
| 16 | 16 | | [(B) that contains two or more municipalities |
|---|
| 17 | 17 | | with a population of 250,000 or more; |
|---|
| 18 | 18 | | [(C) that is adjacent to a county described by |
|---|
| 19 | 19 | | Paragraph (B); or |
|---|
| 20 | 20 | | [(D) that is adjacent to a county described by |
|---|
| 21 | 21 | | Paragraph (C) and: |
|---|
| 22 | 22 | | [(i) has a population of not more than |
|---|
| 23 | 23 | | 50,000 and contains a municipality with a population of at least |
|---|
| 24 | 24 | | 20,000; or |
|---|
| 25 | 25 | | [(ii) contains, wholly or partly, two or |
|---|
| 26 | 26 | | more municipalities with a population of 250,000 or more]. |

| 27 | 27 | | SECTION 2. Subchapter B, Chapter 234, Local Government |
|---|
| 28 | 28 | | Code, is repealed. |
|---|
| 29 | 29 | | SECTION 3. This Act takes effect September 1, 2023. |
