55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the regulation of veterinary chiropractic.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Section 801.151(c), Occupations Code, is amended
1010 to read as follows:
1111 (c) The board shall adopt rules to:
1212 (1) protect the public;
1313 (2) ensure that alternate therapies, including
1414 ultrasound diagnosis and therapy, magnetic field therapy, holistic
1515 medicine, homeopathy, [chiropractic treatment,] acupuncture, and
1616 laser therapy, are performed only by a veterinarian or under the
1717 supervision of a veterinarian;
1818 (3) ensure that equine dentistry is performed only by
1919 a veterinarian who is active and in good standing or by a licensed
2020 equine dental provider who is active and in good standing under the
2121 appropriate level of supervision of a veterinarian who is active
2222 and in good standing and who has established a
2323 veterinarian-client-patient relationship with the owner or other
2424 caretaker of an animal in accordance with Section 801.351; [and]
2525 (4) ensure that chiropractic treatment and
2626 musculoskeletal manipulation are performed only by:
2727 (A) a veterinarian who is active and in good
2828 standing; or
2929 (B) a chiropractor licensed in good standing
3030 under Chapter 201 and who is:
3131 (i) certified in good standing by the
3232 American Veterinary Chiropractic Association; or
3333 (ii) acting under the supervision of a
3434 veterinarian; and
3535 (5) provide for the licensing and regulation of
3636 licensed veterinary technicians.
3737 SECTION 2. Not later than June 1, 2024, the State Board of
3838 Veterinary Medical Examiners shall adopt rules necessary to
3939 implement Section 801.151(c), Occupations Code, as amended by this
4040 Act.
4141 SECTION 3. This Act takes effect September 1, 2023.
