55 relating to the administration of certain programs regarding
66 Holocaust Remembrance Week and the establishment and expansion of
77 community collaboratives.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Subchapter Z, Chapter 29, Education Code, is
1010 amended by adding Section 29.90725 to read as follows:
1111 Sec. 29.90725. SURVEY ON HOLOCAUST REMEMBRANCE WEEK
1212 INSTRUCTION. (a) In this section, "advisory commission" means
1313 the Texas Holocaust, Genocide, and Antisemitism Advisory
1414 Commission.
1515 (b) The advisory commission, with the assistance of the
1616 agency, shall conduct a survey of school districts to review the
1717 implementation at each district of Holocaust Remembrance Week
1818 instruction under Section 29.9072.
1919 (c) The survey must request information from at least half
2020 of the campuses in a surveyed school district regarding Holocaust
2121 Remembrance Week instruction, including:
2222 (1) the extent to which the campus participates in
2323 Holocaust Remembrance Week;
2424 (2) the familiarity of the educators and
2525 administrators at each campus with the materials and resources
2626 available from the advisory commission and other local institutions
2727 dedicated to Holocaust education to support instruction during
2828 Holocaust Remembrance Week; and
2929 (3) any additional materials or resources the campus
3030 would find useful to support instruction during Holocaust
3131 Remembrance Week, including professional development for
3232 educators, lesson plans, or other classroom resources.
3333 (d) Not later than December 1, 2024, the advisory commission
3434 shall submit to the legislature a written report that includes the
3535 survey's findings and any recommendations for legislative or other
3636 action.
3737 (e) This section expires September 1, 2025.
3838 SECTION 2. Sections 539.002(a) and (b), Government Code,
3939 are amended to read as follows:
4040 (a) To the extent funds are appropriated to the department
4141 for that purpose, the department shall make grants to entities,
4242 including local governmental entities, nonprofit community
4343 organizations, and faith-based community organizations, to
4444 establish or expand community collaboratives that bring the public
4545 and private sectors together to provide services to persons
4646 experiencing homelessness, substance abuse issues, or mental
4747 illness. In awarding grants, the department shall give special
4848 consideration to entities:
4949 (1) establishing new collaboratives; [or]
5050 (2) establishing or expanding collaboratives that
5151 serve two or more counties, each with a population of less than
5252 100,000; or
5353 (3) providing services to an average of at least 50
5454 percent of persons experiencing homelessness in a geographic area
5555 served by a Continuum of Care Program funded by the United States
5656 Department of Housing and Urban Development according to the last
5757 three Point-in-Time surveys of homelessness conducted by that
5858 department.
5959 (b) Except as provided by Subsection (c), the department
6060 shall require each entity awarded a grant under this section to:
6161 (1) leverage additional funding or in-kind
6262 contributions from private contributors or local governments,
6363 excluding state or federal funds, in an amount that is at least
6464 equal to the amount of the grant awarded under this section;
6565 (2) provide evidence of significant coordination and
6666 collaboration between the entity, local mental health authorities,
6767 municipalities, local law enforcement agencies, and other
6868 community stakeholders in establishing or expanding a community
6969 collaborative funded by a grant awarded under this section; and
7070 (3) provide evidence of a local law enforcement policy
7171 to divert appropriate persons from jails, [or] other detention
7272 facilities, or mental health facilities operated by or under
7373 contract with the commission to an entity affiliated with a
7474 community collaborative for the purpose of providing services to
7575 those persons.
7676 SECTION 3. Chapter 539, Government Code, is amended by
7777 adding Section 539.010 to read as follows:
7878 Sec. 539.010. BIENNIAL REPORT. (a) The department shall
7979 prepare a report that includes:
8080 (1) the method by which the department chose entities
8181 to award grants to under this chapter;
8282 (2) the amount of each grant awarded to an entity under
8383 this chapter;
8484 (3) the number of individuals served by each community
8585 collaborative receiving grant funds under this chapter; and
8686 (4) the results of the annual review of outcome
8787 measures required by Section 539.006.
8888 (b) Not later than September 1 of each even-numbered year,
8989 the department shall submit a report described by Subsection (a)
9090 to:
9191 (1) the lieutenant governor;
9292 (2) the speaker of the house of representatives;
9393 (3) the standing committees of the legislature having
9494 primary jurisdiction over the department and state finance; and
9595 (4) the Legislative Budget Board.
9696 SECTION 4. The changes in law made by this Act to Section
9797 539.002, Government Code, apply only to a grant awarded on or after
9898 the effective date of this Act. A grant awarded before the
9999 effective date of this Act is governed by the law in effect on the
100100 date the award was made, and the former law is continued in effect
101101 for that purpose.
