6 | 6 | | Holocaust Remembrance Week and the establishment and expansion of |

7 | 7 | | community collaboratives. |

8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
---|
9 | 9 | | SECTION 1. Subchapter Z, Chapter 29, Education Code, is |
---|
10 | 10 | | amended by adding Section 29.90725 to read as follows: |
---|
11 | 11 | | Sec. 29.90725. SURVEY ON HOLOCAUST REMEMBRANCE WEEK |
---|
12 | 12 | | INSTRUCTION. (a) In this section, "advisory commission" means |
---|
13 | 13 | | the Texas Holocaust, Genocide, and Antisemitism Advisory |
---|
14 | 14 | | Commission. |
---|
15 | 15 | | (b) The advisory commission, with the assistance of the |
---|
16 | 16 | | agency, shall conduct a survey of school districts to review the |
---|
17 | 17 | | implementation at each district of Holocaust Remembrance Week |
---|
18 | 18 | | instruction under Section 29.9072. |
---|
19 | 19 | | (c) The survey must request information from at least half |
---|
20 | 20 | | of the campuses in a surveyed school district regarding Holocaust |
---|
21 | 21 | | Remembrance Week instruction, including: |
---|
22 | 22 | | (1) the extent to which the campus participates in |
---|
23 | 23 | | Holocaust Remembrance Week; |
---|
24 | 24 | | (2) the familiarity of the educators and |
---|
25 | 25 | | administrators at each campus with the materials and resources |
---|
26 | 26 | | available from the advisory commission and other local institutions |
---|
27 | 27 | | dedicated to Holocaust education to support instruction during |
---|
28 | 28 | | Holocaust Remembrance Week; and |
---|
29 | 29 | | (3) any additional materials or resources the campus |
---|
30 | 30 | | would find useful to support instruction during Holocaust |
---|
31 | 31 | | Remembrance Week, including professional development for |
---|
32 | 32 | | educators, lesson plans, or other classroom resources. |
---|
33 | 33 | | (d) Not later than December 1, 2024, the advisory commission |
---|
34 | 34 | | shall submit to the legislature a written report that includes the |
---|
35 | 35 | | survey's findings and any recommendations for legislative or other |
---|
36 | 36 | | action. |
---|
37 | 37 | | (e) This section expires September 1, 2025. |
---|
38 | 38 | | SECTION 2. Sections 539.002(a) and (b), Government Code, |
---|
39 | 39 | | are amended to read as follows: |
---|
40 | 40 | | (a) To the extent funds are appropriated to the department |
---|
41 | 41 | | for that purpose, the department shall make grants to entities, |
---|
42 | 42 | | including local governmental entities, nonprofit community |
---|
43 | 43 | | organizations, and faith-based community organizations, to |
---|
44 | 44 | | establish or expand community collaboratives that bring the public |
---|
45 | 45 | | and private sectors together to provide services to persons |
---|
46 | 46 | | experiencing homelessness, substance abuse issues, or mental |
---|
47 | 47 | | illness. In awarding grants, the department shall give special |
---|
48 | 48 | | consideration to entities: |
---|
49 | 49 | | (1) establishing new collaboratives; [or] |
---|
50 | 50 | | (2) establishing or expanding collaboratives that |
---|
51 | 51 | | serve two or more counties, each with a population of less than |
---|
52 | 52 | | 100,000; or |
---|
53 | 53 | | (3) providing services to an average of at least 50 |
---|
54 | 54 | | percent of persons experiencing homelessness in a geographic area |
---|
55 | 55 | | served by a Continuum of Care Program funded by the United States |
---|
56 | 56 | | Department of Housing and Urban Development according to the last |
---|
57 | 57 | | three Point-in-Time surveys of homelessness conducted by that |
---|
58 | 58 | | department. |
---|
59 | 59 | | (b) Except as provided by Subsection (c), the department |
---|
60 | 60 | | shall require each entity awarded a grant under this section to: |
---|
61 | 61 | | (1) leverage additional funding or in-kind |
---|
62 | 62 | | contributions from private contributors or local governments, |
---|
63 | 63 | | excluding state or federal funds, in an amount that is at least |
---|
64 | 64 | | equal to the amount of the grant awarded under this section; |
---|
65 | 65 | | (2) provide evidence of significant coordination and |
---|
66 | 66 | | collaboration between the entity, local mental health authorities, |
---|
67 | 67 | | municipalities, local law enforcement agencies, and other |
---|
68 | 68 | | community stakeholders in establishing or expanding a community |
---|
69 | 69 | | collaborative funded by a grant awarded under this section; and |
---|
70 | 70 | | (3) provide evidence of a local law enforcement policy |
---|
71 | 71 | | to divert appropriate persons from jails, [or] other detention |
---|
72 | 72 | | facilities, or mental health facilities operated by or under |
---|
73 | 73 | | contract with the commission to an entity affiliated with a |
---|
74 | 74 | | community collaborative for the purpose of providing services to |
---|
75 | 75 | | those persons. |
---|
76 | 76 | | SECTION 3. Chapter 539, Government Code, is amended by |
---|
77 | 77 | | adding Section 539.010 to read as follows: |
---|
78 | 78 | | Sec. 539.010. BIENNIAL REPORT. (a) The department shall |
---|
79 | 79 | | prepare a report that includes: |
---|
80 | 80 | | (1) the method by which the department chose entities |
---|
81 | 81 | | to award grants to under this chapter; |
---|
82 | 82 | | (2) the amount of each grant awarded to an entity under |
---|
83 | 83 | | this chapter; |
---|
84 | 84 | | (3) the number of individuals served by each community |
---|
85 | 85 | | collaborative receiving grant funds under this chapter; and |
---|
86 | 86 | | (4) the results of the annual review of outcome |
---|
87 | 87 | | measures required by Section 539.006. |
---|
88 | 88 | | (b) Not later than September 1 of each even-numbered year, |
---|
89 | 89 | | the department shall submit a report described by Subsection (a) |
---|
90 | 90 | | to: |
---|
91 | 91 | | (1) the lieutenant governor; |
---|
92 | 92 | | (2) the speaker of the house of representatives; |
---|
93 | 93 | | (3) the standing committees of the legislature having |
---|
94 | 94 | | primary jurisdiction over the department and state finance; and |
---|
95 | 95 | | (4) the Legislative Budget Board. |
---|
96 | 96 | | SECTION 4. The changes in law made by this Act to Section |
---|
97 | 97 | | 539.002, Government Code, apply only to a grant awarded on or after |
---|
98 | 98 | | the effective date of this Act. A grant awarded before the |
---|
99 | 99 | | effective date of this Act is governed by the law in effect on the |
---|
100 | 100 | | date the award was made, and the former law is continued in effect |
---|
101 | 101 | | for that purpose. |
---|
102 | 102 | | SECTION 5. This Act takes effect September 1, 2023. |
