| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subtitle B, Title 4, Labor Code, is amended by |
|---|
| 11 | 11 | | adding Chapter 319 to read as follows: |
|---|
| 12 | 12 | | CHAPTER 319. POSTING OF INFORMATION ABOUT BENEFITS AND SERVICES FOR |
|---|
| 13 | 13 | | VETERANS |
|---|
| 14 | 14 | | Sec. 319.001. VETERANS BENEFITS AND SERVICES POSTER. (a) |
|---|
| 15 | 15 | | In this section, "employer" means a person who employs at least 50 |
|---|
| 16 | 16 | | employees. |
|---|
| 17 | 17 | | (b) The commission shall, in consultation with the Texas |
|---|
| 18 | 18 | | Veterans Commission, create and distribute to each employer in this |
|---|
| 19 | 19 | | state a veterans benefits and services poster containing |
|---|
| 20 | 20 | | information relating to: |
|---|
| 21 | 21 | | (1) how an employee may: |
|---|
| 22 | 22 | | (A) apply for unemployment compensation benefits |
|---|
| 23 | 23 | | under Subtitle A and unemployment compensation benefits that may be |
|---|
| 24 | 24 | | offered under a program administered by an agency of the federal |
|---|
| 25 | 25 | | government; |
|---|
| 26 | 26 | | (B) contact the Texas Veterans Commission, |
|---|
| 27 | 27 | | including how an employee may access the Internet website |
|---|
| 28 | 28 | | maintained by the Texas Veterans Commission and the veterans crisis |
|---|
| 29 | 29 | | hotline established by the United States Department of Veterans |
|---|
| 30 | 30 | | Affairs under 38 U.S.C. Section 1720F; |
|---|
| 31 | 31 | | (C) exercise any tax benefits or preferences |
|---|
| 32 | 32 | | offered to veterans under the Tax Code or Internal Revenue Code of |
|---|
| 33 | 33 | | 1986; and |
|---|
| 34 | 34 | | (D) obtain a driver's license or personal |
|---|
| 35 | 35 | | identification card issued by the Department of Public Safety; and |
|---|
| 36 | 36 | | (2) services that may be available to veterans in this |
|---|
| 37 | 37 | | state, including: |
|---|
| 38 | 38 | | (A) education, workforce placement, and training |
|---|
| 39 | 39 | | programs; |
|---|
| 40 | 40 | | (B) legal assistance; and |
|---|
| 41 | 41 | | (C) substance abuse and mental health treatment. |
|---|
| 42 | 42 | | (c) Each employer shall display the veterans benefits and |
|---|
| 43 | 43 | | services poster distributed by the commission under this section in |
|---|
| 44 | 44 | | a conspicuous place in the employer's place of business that is |
|---|
| 45 | 45 | | accessible to all employees. |
|---|
| 46 | 46 | | SECTION 2. Not later than December 1, 2023, the Texas |
|---|
| 47 | 47 | | Workforce Commission shall, in consultation with the Texas Veterans |
|---|
| 48 | 48 | | Commission, create and distribute the veterans benefits and |
|---|
| 49 | 49 | | services poster as required by Section 319.001, Labor Code, as |
|---|
| 50 | 50 | | added by this Act. |
|---|
| 51 | 51 | | SECTION 3. This Act takes effect September 1, 2023. |
