66 AN ACT
77 relating to the creation, distribution, and posting of a veterans
88 benefits and services poster in the workplace.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subtitle B, Title 4, Labor Code, is amended by
1111 adding Chapter 319 to read as follows:
1212 CHAPTER 319. POSTING OF INFORMATION ABOUT BENEFITS AND SERVICES FOR
1313 VETERANS
1414 Sec. 319.001. VETERANS BENEFITS AND SERVICES POSTER. (a)
1515 In this section, "employer" means a person who employs at least 50
1616 employees.
1717 (b) The commission shall, in consultation with the Texas
1818 Veterans Commission, create and distribute to each employer in this
1919 state a veterans benefits and services poster containing
2020 information relating to:
2121 (1) how an employee may:
2222 (A) apply for unemployment compensation benefits
2323 under Subtitle A and unemployment compensation benefits that may be
2424 offered under a program administered by an agency of the federal
2525 government;
2626 (B) contact the Texas Veterans Commission,
2727 including how an employee may access the Internet website
2828 maintained by the Texas Veterans Commission and the veterans crisis
2929 hotline established by the United States Department of Veterans
3030 Affairs under 38 U.S.C. Section 1720F;
3131 (C) exercise any tax benefits or preferences
3232 offered to veterans under the Tax Code or Internal Revenue Code of
3333 1986; and
3434 (D) obtain a driver's license or personal
3535 identification card issued by the Department of Public Safety; and
3636 (2) services that may be available to veterans in this
3737 state, including:
3838 (A) education, workforce placement, and training
3939 programs;
4040 (B) legal assistance; and
4141 (C) substance abuse and mental health treatment.
4242 (c) Each employer shall display the veterans benefits and
4343 services poster distributed by the commission under this section in
4444 a conspicuous place in the employer's place of business that is
4545 accessible to all employees.
4646 SECTION 2. Not later than December 1, 2023, the Texas
4747 Workforce Commission shall, in consultation with the Texas Veterans
4848 Commission, create and distribute the veterans benefits and
4949 services poster as required by Section 319.001, Labor Code, as
5050 added by this Act.
5151 SECTION 3. This Act takes effect September 1, 2023.
