| 7 | 7 | | relating to the provision of a student transcript by an independent |

| 8 | 8 | | school district. |

| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Section 7.010, Education Code, is amended by |
|---|
| 11 | 11 | | adding Subsection (c-1) to read as follows: |
|---|
| 12 | 12 | | (c-1) On the request of a person to whom a school district is |
|---|
| 13 | 13 | | authorized under applicable state or federal law to release a |
|---|
| 14 | 14 | | student's transcript, the district shall provide an electronic copy |
|---|
| 15 | 15 | | of the transcript through the electronic student records system. |
|---|
| 16 | 16 | | SECTION 2. Section 11.158(b), Education Code, is amended to |
|---|
| 17 | 17 | | read as follows: |
|---|
| 18 | 18 | | (b) The board may not charge fees for: |
|---|
| 19 | 19 | | (1) instructional materials, workbooks, laboratory |
|---|
| 20 | 20 | | supplies, or other supplies necessary for participation in any |
|---|
| 21 | 21 | | instructional course except as authorized under this code; |
|---|
| 22 | 22 | | (2) field trips required as a part of a basic education |
|---|
| 23 | 23 | | program or course; |
|---|
| 24 | 24 | | (3) any specific form of dress necessary for any |
|---|
| 25 | 25 | | required educational program or diplomas; |
|---|
| 26 | 26 | | (4) the payment of instructional costs for necessary |
|---|
| 27 | 27 | | school personnel employed in any course or educational program |
|---|
| 28 | 28 | | required for graduation; |
|---|
| 29 | 29 | | (5) library materials required to be used for any |
|---|
| 30 | 30 | | educational course or program, other than fines for lost, damaged, |
|---|
| 31 | 31 | | or overdue materials; |
|---|
| 32 | 32 | | (6) admission to any activity the student is required |
|---|
| 33 | 33 | | to attend as a prerequisite to graduation; |
|---|
| 34 | 34 | | (7) admission to or examination in any required |
|---|
| 35 | 35 | | educational course or program; [or] |
|---|
| 36 | 36 | | (8) lockers; or |
|---|
| 37 | 37 | | (9) electronic copies of a student's transcript. |
|---|
| 38 | 38 | | SECTION 3. This Act takes effect September 1, 2023. |
