55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the provision of a student transcript by an independent
88 school district.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 7.010, Education Code, is amended by
1111 adding Subsection (c-1) to read as follows:
1212 (c-1) On the request of a person to whom a school district is
1313 authorized under applicable state or federal law to release a
1414 student's transcript, the district shall provide an electronic copy
1515 of the transcript through the electronic student records system.
1616 SECTION 2. Section 11.158(b), Education Code, is amended to
1717 read as follows:
1818 (b) The board may not charge fees for:
1919 (1) instructional materials, workbooks, laboratory
2020 supplies, or other supplies necessary for participation in any
2121 instructional course except as authorized under this code;
2222 (2) field trips required as a part of a basic education
2323 program or course;
2424 (3) any specific form of dress necessary for any
2525 required educational program or diplomas;
2626 (4) the payment of instructional costs for necessary
2727 school personnel employed in any course or educational program
2828 required for graduation;
2929 (5) library materials required to be used for any
3030 educational course or program, other than fines for lost, damaged,
3131 or overdue materials;
3232 (6) admission to any activity the student is required
3333 to attend as a prerequisite to graduation;
3434 (7) admission to or examination in any required
3535 educational course or program; [or]
3636 (8) lockers; or
3737 (9) electronic copies of a student's transcript.
3838 SECTION 3. This Act takes effect September 1, 2023.
