 A BILL TO BE ENTITLED
 AN ACT
 relating to the provision of information regarding firearm violence
 and suicide prevention.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 411.185(d), Government Code, is amended
 to read as follows:
 (d)  Not later than the 60th day before the expiration date
 of the license, the department shall mail to each license holder a
 written notice of the expiration of the license, a renewal
 application form, [and] the informational form described by
 Subsection (c), and the brochure described by Section 411.222(a).
 SECTION 2.  Section 411.188(b), Government Code, is amended
 to read as follows:
 (b)  Only qualified handgun instructors may administer the
 range instruction part of the handgun proficiency course. A
 qualified handgun instructor or approved online course provider may
 administer the classroom instruction part of the handgun
 proficiency course. The classroom instruction part of the course
 must include not less than four hours and not more than six hours of
 instruction on:
 (1)  the laws that relate to weapons and to the use of
 deadly force;
 (2)  handgun use and safety, including use of restraint
 holsters and methods to ensure the secure carrying of openly
 carried handguns;
 (3)  nonviolent dispute resolution; [and]
 (4)  proper storage practices for handguns with an
 emphasis on storage practices that eliminate the possibility of
 accidental injury to a child; and
 (5)  the information covered in the brochure described
 by Section 411.222(a).
 SECTION 3.  Chapter 411, Government Code, is amended by
 adding Subchapter H-1 to read as follows:
 SUBCHAPTER H-1.  REQUIREMENTS FOR CERTAIN FIREARM TRANSFERS
 Sec. 411.221.  DEFINITION. In this subchapter, "licensed
 firearms dealer" means a person who is licensed as a firearms dealer
 under 18 U.S.C. Section 923.
 Sec. 411.222.  FIREARM VIOLENCE AND SUICIDE PREVENTION
 INFORMATION. (a) The department shall post on the department's
 Internet website a printable brochure, developed in cooperation
 with the Health and Human Services Commission, that includes the
 following firearm violence and suicide prevention information:
 (1)  information regarding:
 (A)  statistics regarding victims of firearm
 violence;
 (B)  the warning signs that a person is at risk of
 suicide;
 (C)  suicide prevention; and
 (D)  state agencies that provide mental health and
 suicide prevention services; and
 (2)  the phone number for the 988 Suicide & Crisis
 Lifeline.
 (b)  Not later than October 1 of each year, the department
 shall update the brochure required by Subsection (a).
 Sec. 411.223.  REQUIREMENTS FOR CERTAIN FIREARM TRANSFERS.
 (a)  Except as provided by Subsection (b), a licensed firearms
 dealer may not sell or transfer a firearm to another person unless,
 at the time of the sale or transfer, the dealer provides a copy of
 the brochure described by Section 411.222(a) to the person to whom
 the firearm is being sold or transferred.  The dealer may provide
 the brochure to the transferee in hard copy or electronic form.
 (b)  Subsection (a) does not apply to sale or transfer of a
 firearm if the transferee presents a valid license to carry a
 handgun issued under Subchapter H.
 SECTION 4.  This Act takes effect September 1, 2023.
