| 13 | 13 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 14 | 14 | | SECTION 1. Subchapter A, Chapter 411, Government Code, is |
|---|
| 15 | 15 | | amended by adding Section 411.02098 to read as follows: |
|---|
| 16 | 16 | | Sec. 411.02098. SUICIDE PREVENTION INFORMATION. (a) The |
|---|
| 17 | 17 | | department shall post on the department's Internet website and make |
|---|
| 18 | 18 | | available to the public and to firearm retailers a printable |
|---|
| 19 | 19 | | brochure, developed in cooperation with the Health and Human |
|---|
| 20 | 20 | | Services Commission, that includes the following suicide |
|---|
| 21 | 21 | | prevention information: |
|---|
| 22 | 22 | | (1) information regarding: |
|---|
| 23 | 23 | | (A) the warning signs that a person is at risk of |
|---|
| 24 | 24 | | suicide; |
|---|
| 25 | 25 | | (B) suicide prevention; and |
|---|
| 26 | 26 | | (C) state agencies that provide mental health and |
|---|
| 27 | 27 | | suicide prevention services; and |
|---|
| 28 | 28 | | (2) the phone number for the National Suicide |
|---|
| 29 | 29 | | Prevention Lifeline. |
|---|
| 30 | 30 | | (b) Not later than October 1 of each year, the department |
|---|
| 31 | 31 | | shall update the brochure required by Subsection (a). |
|---|
| 32 | 32 | | (c) The department shall provide the brochure required by |
|---|
| 33 | 33 | | Subsection (a) by mail or e-mail to each new applicant for a license |
|---|
| 34 | 34 | | to carry a handgun issued under Subchapter H. |
|---|
| 35 | 35 | | SECTION 2. Section 411.185(d), Government Code, is amended |
|---|
| 36 | 36 | | to read as follows: |
|---|
| 37 | 37 | | (d) Not later than the 60th day before the expiration date |
|---|
| 38 | 38 | | of the license, the department shall mail or e-mail to each license |
|---|
| 39 | 39 | | holder a written notice of the expiration of the license, a renewal |
|---|
| 40 | 40 | | application form, [and] the informational form described by |
|---|
| 41 | 41 | | Subsection (c), and the brochure described by Section 411.02098. |

| 42 | 42 | | SECTION 3. This Act takes effect September 1, 2023. |
