99 AN ACT
1010 relating to the provision of information regarding suicide
1111 prevention and certain state laws applicable to handgun license
1212 holders.
1313 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1414 SECTION 1. Subchapter A, Chapter 411, Government Code, is
1515 amended by adding Section 411.02098 to read as follows:
1616 Sec. 411.02098. SUICIDE PREVENTION INFORMATION. (a) The
1717 department shall post on the department's Internet website and make
1818 available to the public and to firearm retailers a printable
1919 brochure, developed in cooperation with the Health and Human
2020 Services Commission, that includes the following suicide
2121 prevention information:
2222 (1) information regarding:
2323 (A) the warning signs that a person is at risk of
2424 suicide;
2525 (B) suicide prevention; and
2626 (C) state agencies that provide mental health and
2727 suicide prevention services; and
2828 (2) the phone number for the National Suicide
2929 Prevention Lifeline.
3030 (b) Not later than October 1 of each year, the department
3131 shall update the brochure required by Subsection (a).
3232 (c) The department shall provide the brochure required by
3333 Subsection (a) by mail or e-mail to each new applicant for a license
3434 to carry a handgun issued under Subchapter H.
3535 SECTION 2. Section 411.185(d), Government Code, is amended
3636 to read as follows:
3737 (d) Not later than the 60th day before the expiration date
3838 of the license, the department shall mail or e-mail to each license
3939 holder a written notice of the expiration of the license, a renewal
4040 application form, [and] the informational form described by
4141 Subsection (c), and the brochure described by Section 411.02098.
4242 SECTION 3. This Act takes effect September 1, 2023.
