| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Chapter 1, Education Code, is amended by adding |
|---|
| 12 | 12 | | Section 1.008 to read as follows: |
|---|
| 13 | 13 | | Sec. 1.008. RESTRICTION ON ENTITIES THAT MAY PROVIDE |
|---|
| 14 | 14 | | CERTAIN TRAINING, CONTRACTS, AND SERVICES TO PUBLIC EDUCATIONAL |
|---|
| 15 | 15 | | INSTITUTIONS. A school district may not contract with or |
|---|
| 16 | 16 | | distribute public funds to a nonprofit association or organization |
|---|
| 17 | 17 | | that employs an individual required to register as a lobbyist under |
|---|
| 18 | 18 | | Chapter 305, Government Code, for the purpose of: |
|---|
| 19 | 19 | | (1) Providing any training or instruction; |
|---|
| 20 | 20 | | (2) Purchasing insurance products or in order to |
|---|
| 21 | 21 | | participate a risk pool; or |
|---|
| 22 | 22 | | (3) Procuring any professional service. |
|---|
| 23 | 23 | | SECTION 2. Section 1.008, Education Code, as added by this |
|---|
| 24 | 24 | | Act, applies only to a contract entered into on or after the |
|---|
| 25 | 25 | | effective date of this Act. A contract entered into before the |
|---|
| 26 | 26 | | effective date of this Act is governed by the law in effect on the |
|---|
| 27 | 27 | | date the contract was entered into, and the former law is continued |
|---|
| 28 | 28 | | in effect for that purpose. |
|---|
| 29 | 29 | | SECTION 3. This Act takes effect September 1, 2023. |
