5	5	relating to the requirements to access the online tracker of an
6	6	application for a ballot to be voted by mail and to the date of
7	7	runoff elections.
8	8	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
9	9	SECTION 1. Section 2.025, Election Code, is amended by
10	10	amending Subsection (a) and adding Subsection (e) to read as
11	11	follows:
12	12	(a) Except as provided by Subsection (d) or as otherwise
13	13	provided by this code, a runoff election shall be held on a Saturday
14	14	designated by the secretary of state [not earlier than the 20th or
15	15	later than the 45th day after the date the final canvass of the main
16	16	election is completed].
17	17	(e) A date designated by the secretary of state under this
18	18	section for a runoff election:
19	19	(1) must be:
20	20	(A) not earlier than the 30th day after the date
21	21	of the main election; and
22	22	(B) not later than the 45th day after the date of
23	23	the main election; and
24	24	(2) may not:
25	25	(A) be a national or state holiday under Section
26	26	1.006(f); or
27	27	(B) have an early voting period that includes a
28	28	national or state holiday under Section 1.006(f).
29	29	SECTION 2. Section 86.015(b), Election Code, is amended to
30	30	read as follows:
31	31	(b) The online tool developed or provided under Subsection
32	32	(a) must require the voter to provide, before permitting the voter
33	33	to access information described by that subsection:
34	34	(1) the voter's name and date of birth [registration
35	35	address] and the last four digits of the voter's social security
36	36	number; and
37	37	(2) the voter's:
38	38	(A) driver's license number; or
39	39	(B) personal identification card number issued
40	40	by the Department of Public Safety.
41	41	SECTION 3. Section 2.025(b), Election Code, is repealed.
42	42	SECTION 4. This Act takes effect September 1, 2023.

50	50	houses; and that the House adopted the conference committee report
51	51	on H.B. No. 357 on May 28, 2023, by the following vote: Yeas 140,
52	52	Nays 0, 2 present, not voting.
