55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the permissible uses of the school safety allotment
88 under the public school finance system.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 48.115(b), Education Code, is amended to
1111 read as follows:
1212 (b) Funds allocated under this section must be used to
1313 improve school safety and security, including costs associated
1414 with:
1515 (1) securing school facilities, including:
1616 (A) improvements to school infrastructure;
1717 (B) the use or installation of physical barriers;
1818 and
1919 (C) the purchase and maintenance of:
2020 (i) security cameras or other security
2121 equipment; and
2222 (ii) technology, including communications
2323 systems or devices, that facilitates communication and information
2424 sharing between students, school personnel, and first responders in
2525 an emergency;
2626 (2) providing security for the district, including:
2727 (A) employing school district peace officers,
2828 private security officers, and school marshals; and
2929 (B) collaborating with local law enforcement
3030 agencies, such as entering into a memorandum of understanding for
3131 the assignment of school resource officers to schools in the
3232 district;
3333 (3) school safety and security training and planning,
3434 including:
3535 (A) active shooter and emergency response
3636 training;
3737 (B) prevention and treatment programs relating
3838 to addressing adverse childhood experiences; and
3939 (C) the prevention, identification, and
4040 management of emergencies and threats, using evidence-based,
4141 effective prevention practices and including:
4242 (i) providing licensed counselors, social
4343 workers, social-emotional learning coordinators, and individuals
4444 trained in restorative discipline and restorative justice
4545 practices;
4646 (ii) providing mental health personnel and
4747 support;
4848 (iii) providing behavioral health
4949 services;
5050 (iv) establishing threat reporting
5151 systems;
5252 (v) providing professional development
5353 opportunities for educators regarding classroom behavioral
5454 management and restorative discipline and restorative justice
5555 practices; and
5656 (vi) [(v)] developing and implementing
5757 programs focused on social-emotional learning, restorative justice
5858 practices, culturally relevant instruction, and providing mental
5959 health support; and
6060 (4) providing programs related to suicide prevention,
6161 intervention, and postvention.
6262 SECTION 2. This Act takes effect September 1, 2023.
