| 7 | 7 | | relating to the permissible uses of the school safety allotment |
|---|
| 8 | 8 | | under the public school finance system. |
|---|
| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|---|
| 10 | 10 | | SECTION 1. Section 48.115(b), Education Code, is amended to |
|---|
| 11 | 11 | | read as follows: |
|---|
| 12 | 12 | | (b) Funds allocated under this section must be used to |
|---|
| 13 | 13 | | improve school safety and security, including costs associated |
|---|
| 14 | 14 | | with: |
|---|
| 15 | 15 | | (1) securing school facilities, including: |
|---|
| 16 | 16 | | (A) improvements to school infrastructure; |
|---|
| 17 | 17 | | (B) the use or installation of physical barriers; |
|---|
| 18 | 18 | | and |
|---|
| 19 | 19 | | (C) the purchase and maintenance of: |
|---|
| 20 | 20 | | (i) security cameras or other security |
|---|
| 21 | 21 | | equipment; and |
|---|
| 22 | 22 | | (ii) technology, including communications |
|---|
| 23 | 23 | | systems or devices, that facilitates communication and information |
|---|
| 24 | 24 | | sharing between students, school personnel, and first responders in |
|---|
| 25 | 25 | | an emergency; |
|---|
| 26 | 26 | | (2) providing security for the district, including: |
|---|
| 27 | 27 | | (A) employing school district peace officers, |
|---|
| 28 | 28 | | private security officers, and school marshals; and |
|---|
| 29 | 29 | | (B) collaborating with local law enforcement |
|---|
| 30 | 30 | | agencies, such as entering into a memorandum of understanding for |
|---|
| 31 | 31 | | the assignment of school resource officers to schools in the |
|---|
| 32 | 32 | | district; |
|---|
| 33 | 33 | | (3) school safety and security training and planning, |
|---|
| 34 | 34 | | including: |
|---|
| 35 | 35 | | (A) active shooter and emergency response |
|---|
| 36 | 36 | | training; |
|---|
| 37 | 37 | | (B) prevention and treatment programs relating |
|---|
| 38 | 38 | | to addressing adverse childhood experiences; and |
|---|
| 39 | 39 | | (C) the prevention, identification, and |
|---|
| 40 | 40 | | management of emergencies and threats, using evidence-based, |
|---|
| 41 | 41 | | effective prevention practices and including: |
|---|
| 42 | 42 | | (i) providing licensed counselors, social |
|---|
| 43 | 43 | | workers, social-emotional learning coordinators, and individuals |
|---|
| 44 | 44 | | trained in restorative discipline and restorative justice |
|---|
| 45 | 45 | | practices; |
|---|
| 46 | 46 | | (ii) providing mental health personnel and |
|---|
| 47 | 47 | | support; |
|---|
| 48 | 48 | | (iii) providing behavioral health |
|---|
| 49 | 49 | | services; |
|---|
| 50 | 50 | | (iv) establishing threat reporting |
|---|
| 51 | 51 | | systems; |
|---|
| 52 | 52 | | (v) providing professional development |
|---|
| 53 | 53 | | opportunities for educators regarding classroom behavioral |
|---|
| 54 | 54 | | management and restorative discipline and restorative justice |
|---|
| 55 | 55 | | practices; and |
|---|
| 56 | 56 | | (vi) [(v)] developing and implementing |
|---|
| 57 | 57 | | programs focused on social-emotional learning, restorative justice |
|---|
| 58 | 58 | | practices, culturally relevant instruction, and providing mental |
|---|
| 59 | 59 | | health support; and |
|---|
| 60 | 60 | | (4) providing programs related to suicide prevention, |
|---|
| 61 | 61 | | intervention, and postvention. |
|---|
| 62 | 62 | | SECTION 2. This Act takes effect September 1, 2023. |
