| 7 | 7 | | relating to a study and report regarding optimal school district |
|---|
| 8 | 8 | | size and academic effectiveness. |
|---|
| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. (a) The commissioner of education shall conduct |
|---|
| 11 | 11 | | a study regarding the optimal school district size to maximize |
|---|
| 12 | 12 | | functionality, ensure the efficient use of resources, and produce |
|---|
| 13 | 13 | | outstanding student and educational outcomes. In conducting the |
|---|
| 14 | 14 | | study, the commissioner shall consider the following factors: |
|---|
| 15 | 15 | | (1) school district organization and management; |
|---|
| 16 | 16 | | (2) the resources available to each school district; |
|---|
| 17 | 17 | | (3) the academic performance of students in each |
|---|
| 18 | 18 | | school district; and |
|---|
| 19 | 19 | | (4) student graduation rates for each school district. |
|---|
| 20 | 20 | | (b) The commissioner of education may seek assistance from |
|---|
| 21 | 21 | | relevant agencies and other interested parties in conducting the |
|---|
| 22 | 22 | | study under this section. |
|---|
| 23 | 23 | | (c) Not later than December 31, 2024, the commissioner of |
|---|
| 24 | 24 | | education shall submit to each legislative standing committee with |
|---|
| 25 | 25 | | primary jurisdiction over public education a report that includes: |
|---|
| 26 | 26 | | (1) the results of the study conducted under this |
|---|
| 27 | 27 | | section, including any determinations made with regard to an |
|---|
| 28 | 28 | | optimal school district size that would promote efficient operation |
|---|
| 29 | 29 | | and attainment of state educational goals; and |
|---|
| 30 | 30 | | (2) recommendations for legislative or other action. |
|---|
| 31 | 31 | | SECTION 2. This Act expires January 1, 2025. |
|---|
| 32 | 32 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 33 | 33 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 34 | 34 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 35 | 35 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 36 | 36 | | Act takes effect September 1, 2023. |
