| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Chapter 140, Local Government Code, is amended |
|---|
| 11 | 11 | | by adding Section 140.014 to read as follows: |
|---|
| 12 | 12 | | Sec. 140.014. CERTAIN POLICIES AND PROGRAMS REGARDING USE |
|---|
| 13 | 13 | | OF PUBLIC MONEY PROHIBITED. A political subdivision may not adopt |
|---|
| 14 | 14 | | or implement a policy or program that permits the use of public |
|---|
| 15 | 15 | | money to finance a political campaign. This section applies to a |
|---|
| 16 | 16 | | policy or program that permits: |
|---|
| 17 | 17 | | (1) the direct use of public money by the political |
|---|
| 18 | 18 | | subdivision to finance a political campaign; or |
|---|
| 19 | 19 | | (2) the indirect use of public money by the political |
|---|
| 20 | 20 | | subdivision through a voucher or similar program that provides a |
|---|
| 21 | 21 | | person with the public money to finance a political campaign. |
|---|
| 22 | 22 | | SECTION 2. This Act takes effect September 1, 2023. |
