| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. The Government Code is amended by adding Title 13 |

| 11 | 11 | | to read as follows: |

| 12 | 12 | | TITLE 13. CITIZENSHIP |
|---|
| 13 | 13 | | CHAPTER 5001. CITIZENSHIP OF CHILD BORN IN THIS STATE |

| 14 | 14 | | Sec. 5001.001. CITIZENSHIP STATUS OF CERTAIN CHILDREN. |

| 15 | 15 | | Notwithstanding any other law, a child born in this state is not |
|---|
| 16 | 16 | | considered a United States citizen and may not be granted status as |
|---|
| 17 | 17 | | a citizen in this state if neither of the child's parents are |
|---|
| 18 | 18 | | citizens of the United States. |

| 19 | 19 | | SECTION 2. Section 192.002, Health and Safety Code, is |
|---|
| 20 | 20 | | amended by adding Subsection (c-1) to read as follows: |
|---|
| 21 | 21 | | (c-1) The form must include a space for recording the |
|---|
| 22 | 22 | | citizenship status of the mother and father. |
|---|
| 23 | 23 | | SECTION 3. This Act takes effect September 1, 2023. |
