77 relating to a maternal health care workforce campaign.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Subchapter A, Chapter 32, Health and Safety
1010 Code, is amended by adding Section 32.0215 to read as follows:
1111 Sec. 32.0215. MATERNAL HEALTH CARE WORKFORCE CAMPAIGN. (a)
1212 In this section, "maternal health care professional" means a health
1313 care professional who is certified or licensed in this state to
1414 provide maternal health care, including a doula and an individual
1515 who provides nonmedical support during pregnancy, labor, delivery,
1616 and the postpartum period.
1717 (b) Using available resources, the department shall develop
1818 and implement a public outreach campaign to increase the number of
1919 maternal health care professionals in this state's health care
2020 workforce to improve access to maternal health care in rural areas
2121 of this state and other areas with a shortage of maternal health
2222 care professionals. The department shall design the campaign to:
2323 (1) facilitate the implementation of trauma-informed
2424 care training programs for all maternal health care professionals;
2525 (2) prioritize continuing education for maternal
2626 health care professionals;
2727 (3) facilitate the implementation of training
2828 programs to increase the number of maternal health care
2929 professionals in rural areas of this state and other areas with a
3030 shortage of maternal health care professionals;
3131 (4) increase the overall capacity of the maternal
3232 health care workforce in this state, including by investing in
3333 maternal health care equipment and locations that provide maternal
3434 health care;
3535 (5) facilitate the implementation of training
3636 programs to increase in the maternal health care workforce the
3737 number of health care professionals who are members of racial or
3838 ethnic minority groups; and
3939 (6) facilitate the implementation of maternal health
4040 care programs to improve access to maternal health care and provide
4141 services to women of underserved racial or ethnic minority groups.
4242 (c) The executive commissioner shall adopt rules necessary
4343 to implement this section.
4444 SECTION 2. As soon as practicable after the effective date
4545 of this Act, the Department of State Health Services shall develop
4646 and implement the maternal health care workforce campaign required
4747 by Section 32.0215, Health and Safety Code, as added by this Act.
4848 SECTION 3. This Act takes effect September 1, 2023.
