| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter H, Chapter 2054, Government Code, is |
|---|
| 11 | 11 | | amended by adding Section 2054.2052 to read as follows: |

| 12 | 12 | | Sec. 2054.2052. TOLL-FREE TELEPHONE HOTLINE FOR STATE |
|---|
| 13 | 13 | | ASSISTANCE AND CONCERNS. (a) In this section, "N-1-1 dial code" |
|---|
| 14 | 14 | | means a three-digit telephone number that connects users to special |
|---|
| 15 | 15 | | services through dialing the three-digit telephone number. |
|---|
| 16 | 16 | | (b) The department shall establish and operate a toll-free |
|---|
| 17 | 17 | | telephone hotline that directs a person requesting assistance from |
|---|
| 18 | 18 | | or submitting a concern regarding a state officer, state agency, or |
|---|
| 19 | 19 | | other entity of state government to the appropriate officer, |
|---|
| 20 | 20 | | agency, or entity. |
|---|
| 21 | 21 | | (c) If authorized by the Public Utility Commission of Texas, |
|---|
| 22 | 22 | | the hotline must be an N-1-1 dial code. |
|---|
| 23 | 23 | | (d) The department may contract with any person for the |
|---|
| 24 | 24 | | management and operation of the toll-free telephone hotline |
|---|
| 25 | 25 | | established under this section. |
|---|
| 26 | 26 | | SECTION 2. This Act takes effect September 1, 2023. |
