---|
7 | 7 | | relating to a study on infant mortality and maternal mortality and |
---|
8 | 8 | | morbidity in this state. |
---|
9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
---|
10 | 10 | | SECTION 1. (a) In this section, "team" means the state |
---|
11 | 11 | | child fatality review team coordinated by the Health and Human |
---|
12 | 12 | | Services Commission. |
---|
13 | 13 | | (b) The team shall conduct a study on infant mortality and |
---|
14 | 14 | | maternal mortality and morbidity in this state. In conducting the |
---|
15 | 15 | | study, the team shall: |
---|
16 | 16 | | (1) investigate disparities among race and ethnicity, |
---|
17 | 17 | | socioeconomic status, and geographic regions in this state; |
---|
18 | 18 | | (2) compare maternal mortality and morbidity rates |
---|
19 | 19 | | among Black women in this state in relation to maternal mortality |
---|
20 | 20 | | and morbidity rates among: |
---|
21 | 21 | | (A) each other race and ethnicity; and |
---|
22 | 22 | | (B) other women based on socioeconomic status and |
---|
23 | 23 | | education level; |
---|
24 | 24 | | (3) assess the impact of social determinants of |
---|
25 | 25 | | health, including an evaluation of information on |
---|
26 | 26 | | pregnancy-related deaths, pregnancy-related complications that |
---|
27 | 27 | | almost resulted in death, and morbidities, to identify any |
---|
28 | 28 | | correlation in that information to women who are uninsured, receive |
---|
29 | 29 | | health coverage under Medicaid, and receive health coverage through |
---|
30 | 30 | | a private insurer; and |
---|
31 | 31 | | (4) assess the extent to which implicit biases held by |
---|
32 | 32 | | health care providers against Black individuals affect maternal |
---|
33 | 33 | | mortality and morbidity among Black women. |
---|
34 | 34 | | (c) Not later than December 1, 2024, the team shall prepare |
---|
35 | 35 | | and submit to the governor, lieutenant governor, and legislature a |
---|
36 | 36 | | written report that: |
---|
37 | 37 | | (1) summarizes the results of the study conducted |
---|
38 | 38 | | under this section; and |
---|
39 | 39 | | (2) includes the recommendations based on the results |
---|
40 | 40 | | of the study for: |
---|
41 | 41 | | (A) reducing infant mortality in this state; and |
---|
42 | 42 | | (B) addressing disparities in maternal mortality |
---|
43 | 43 | | and morbidity among Black women. |
---|
44 | 44 | | SECTION 2. This Act expires December 31, 2024. |
---|
45 | 45 | | SECTION 3. This Act takes effect immediately if it receives |
---|
46 | 46 | | a vote of two-thirds of all the members elected to each house, as |
---|
47 | 47 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
48 | 48 | | Act does not receive the vote necessary for immediate effect, this |
---|
49 | 49 | | Act takes effect September 1, 2023. |
