66 AN ACT
77 relating to a task force to study methods for increasing the
88 manufacture of opioid antagonists.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. (a) In this section:
1111 (1) "Commission" means the Health and Human Services
1212 Commission.
1313 (2) "Executive commissioner" means the executive
1414 commissioner of the Health and Human Services Commission.
1515 (3) "Opioid antagonist" has the meaning assigned by
1616 Section 483.101, Health and Safety Code.
1717 (b) The commission, in coordination with the comptroller,
1818 shall establish a task force to study methods to incentivize
1919 manufacturers of opioid antagonists to increase production.
2020 (c) The executive commissioner, in coordination with the
2121 comptroller, shall determine the number of members on the task
2222 force and appoint members to the task force accordingly.
2323 (d) The executive commissioner and comptroller shall
2424 jointly designate one member of the task force to serve as the
2525 presiding officer.
2626 (e) A member of the task force is not entitled to
2727 compensation but is entitled to reimbursement for the member's
2828 travel expenses as provided by Chapter 660, Government Code, and
2929 the General Appropriations Act.
3030 (f) Not later than December 1, 2024, the task force shall
3131 submit a report to the legislature on its findings and
3232 recommendations, including proposed legislation to increase the
3333 manufacturing production of opioid antagonists.
3434 (g) The task force is abolished and this Act expires on
3535 January 1, 2025.
3636 SECTION 2. As soon as practicable after the effective date
3737 of this Act, the executive commissioner of the Health and Human
3838 Services Commission shall appoint the members of the task force
3939 established by this Act.
4040 SECTION 3. This Act takes effect immediately if it receives
4141 a vote of two-thirds of all the members elected to each house, as
4242 provided by Section 39, Article III, Texas Constitution. If this
4343 Act does not receive the vote necessary for immediate effect, this
4444 Act takes effect September 1, 2023.
