| 7 | 7 | | relating to a task force to study methods for increasing the |
|---|
| 8 | 8 | | manufacture of opioid antagonists. |
|---|
| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. (a) In this section: |
|---|
| 11 | 11 | | (1) "Commission" means the Health and Human Services |
|---|
| 12 | 12 | | Commission. |
|---|
| 13 | 13 | | (2) "Executive commissioner" means the executive |
|---|
| 14 | 14 | | commissioner of the Health and Human Services Commission. |
|---|
| 15 | 15 | | (3) "Opioid antagonist" has the meaning assigned by |
|---|
| 16 | 16 | | Section 483.101, Health and Safety Code. |
|---|
| 17 | 17 | | (b) The commission, in coordination with the comptroller, |
|---|
| 18 | 18 | | shall establish a task force to study methods to incentivize |
|---|
| 19 | 19 | | manufacturers of opioid antagonists to increase production. |
|---|
| 20 | 20 | | (c) The executive commissioner, in coordination with the |
|---|
| 21 | 21 | | comptroller, shall determine the number of members on the task |
|---|
| 22 | 22 | | force and appoint members to the task force accordingly. |
|---|
| 23 | 23 | | (d) The executive commissioner and comptroller shall |
|---|
| 24 | 24 | | jointly designate one member of the task force to serve as the |
|---|
| 25 | 25 | | presiding officer. |
|---|
| 26 | 26 | | (e) A member of the task force is not entitled to |
|---|
| 27 | 27 | | compensation but is entitled to reimbursement for the member's |
|---|
| 28 | 28 | | travel expenses as provided by Chapter 660, Government Code, and |
|---|
| 29 | 29 | | the General Appropriations Act. |
|---|
| 30 | 30 | | (f) Not later than December 1, 2024, the task force shall |
|---|
| 31 | 31 | | submit a report to the legislature on its findings and |
|---|
| 32 | 32 | | recommendations, including proposed legislation to increase the |
|---|
| 33 | 33 | | manufacturing production of opioid antagonists. |
|---|
| 34 | 34 | | (g) The task force is abolished and this Act expires on |
|---|
| 35 | 35 | | January 1, 2025. |
|---|
| 36 | 36 | | SECTION 2. As soon as practicable after the effective date |
|---|
| 37 | 37 | | of this Act, the executive commissioner of the Health and Human |
|---|
| 38 | 38 | | Services Commission shall appoint the members of the task force |
|---|
| 39 | 39 | | established by this Act. |
|---|
| 40 | 40 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 41 | 41 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 42 | 42 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 43 | 43 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 44 | 44 | | Act takes effect September 1, 2023. |
