| 12 | 12 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 13 | 13 | | SECTION 1. Section 51.831, Education Code, is amended to |
|---|
| 14 | 14 | | read as follows: |
|---|
| 15 | 15 | | Sec. 51.831. COUNCIL AGREEMENT WITH PRIVATE OR INDEPENDENT |
|---|
| 16 | 16 | | INSTITUTION OF HIGHER EDUCATION. Each private or independent |
|---|
| 17 | 17 | | institution of higher education must enter into an agreement with |
|---|
| 18 | 18 | | the council under which the institution agrees to: |
|---|
| 19 | 19 | | (1) provide academic counseling to a participating |
|---|
| 20 | 20 | | student or program alternate enrolled at the institution; |
|---|
| 21 | 21 | | (2) as soon as practicable, implement or expand |
|---|
| 22 | 22 | | appropriate degree programs as necessary to provide participating |
|---|
| 23 | 23 | | students with sufficient preparation for enrollment in |
|---|
| 24 | 24 | | participating medical schools; |
|---|
| 25 | 25 | | (3) select a faculty director or an academic or health |
|---|
| 26 | 26 | | professions advisor to assist in implementing the program at the |
|---|
| 27 | 27 | | institution and in implementing or expanding the institution's |
|---|
| 28 | 28 | | degree programs as necessary under Subdivision (2); and |
|---|
| 29 | 29 | | (4) provide, in addition to any other scholarship |
|---|
| 30 | 30 | | money awarded to the student, a scholarship to a participating |
|---|
| 31 | 31 | | student in the amount required for a participating student |
|---|
| 32 | 32 | | attending a general academic teaching institution, except that |
|---|
| 33 | 33 | | [but not to exceed] the amount of scholarship awards may not exceed |
|---|
| 34 | 34 | | the amount of tuition and fees that the student is charged. |
|---|
| 35 | 35 | | SECTION 2. The change in law made by this Act applies to the |
|---|
| 36 | 36 | | provision of scholarships pursuant to an agreement under Section |
|---|
| 37 | 37 | | 51.831, Education Code, as amended by this Act, beginning with the |
|---|
| 38 | 38 | | 2023-2024 academic year. |
|---|
| 39 | 39 | | SECTION 3. This Act takes effect September 1, 2023. |
