66 AN ACT
77 relating to academic boycotts at institutions of higher education.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Subchapter C, Chapter 61, Education Code, is
1010 amended by adding Section 61.09093 to read as follows:
1111 Sec. 61.09093. ACADEMIC BOYCOTTS. (a) The board shall
1212 adopt rules and policies to be followed by the governing boards of
1313 institutions of higher education prohibiting academic boycotts
1414 that would deprive students or faculty members of the ability to
1515 study or conduct research in or about a foreign country or to
1616 interact with its scholars or representatives.
1717 (b) The rules shall allow the support of an academic boycott
1818 if the target is a foreign country that is a state sponsor of
1919 terrorism, as defined by the United States Department of State.
2020 SECTION 2. This Act takes effect September 1, 2023.
