| 7 | 7 | | relating to academic boycotts at institutions of higher education. |

| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Subchapter C, Chapter 61, Education Code, is |
|---|
| 10 | 10 | | amended by adding Section 61.09093 to read as follows: |
|---|
| 11 | 11 | | Sec. 61.09093. ACADEMIC BOYCOTTS. (a) The board shall |
|---|
| 12 | 12 | | adopt rules and policies to be followed by the governing boards of |
|---|
| 13 | 13 | | institutions of higher education prohibiting academic boycotts |
|---|
| 14 | 14 | | that would deprive students or faculty members of the ability to |
|---|
| 15 | 15 | | study or conduct research in or about a foreign country or to |
|---|
| 16 | 16 | | interact with its scholars or representatives. |
|---|
| 17 | 17 | | (b) The rules shall allow the support of an academic boycott |
|---|
| 18 | 18 | | if the target is a foreign country that is a state sponsor of |
|---|
| 19 | 19 | | terrorism, as defined by the United States Department of State. |
|---|
| 20 | 20 | | SECTION 2. This Act takes effect September 1, 2023. |
