| 7 | 7 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 8 | 8 | | SECTION 1. Subchapter A, Chapter 520, Transportation Code, |
|---|
| 9 | 9 | | is amended by adding Section 520.0072 to read as follows: |
|---|
| 10 | 10 | | Sec. 520.0072. LIABILITY OF COUNTY TAX ASSESSOR-COLLECTOR |
|---|
| 11 | 11 | | FOR CERTAIN ACTS OF DEPUTIES. Notwithstanding any other law, a |
|---|
| 12 | 12 | | county tax assessor-collector may not be held liable for an offense |
|---|
| 13 | 13 | | or damages arising from the misuse of license plates or other |
|---|
| 14 | 14 | | fraudulent activity related to vehicle registration and titling by |
|---|
| 15 | 15 | | an individual or business entity deputized by the county tax |
|---|
| 16 | 16 | | assessor-collector to perform titling services in accordance with |
|---|
| 17 | 17 | | rules adopted under Section 520.0071(a). |
|---|
| 18 | 18 | | SECTION 2. (a) The change in law made by this Act applies |
|---|
| 19 | 19 | | only to a cause of action that accrues on or after the effective |
|---|
| 20 | 20 | | date of this Act. A cause of action that accrues before the |
|---|
| 21 | 21 | | effective date of this Act is governed by the law applicable to the |
|---|
| 22 | 22 | | cause of action immediately before the effective date of this Act, |
|---|
| 23 | 23 | | and that law is continued in effect for that purpose. |
|---|
| 24 | 24 | | (b) The change in law made by this Act applies only to an |
|---|
| 25 | 25 | | offense committed on or after the effective date of this Act. An |
|---|
| 26 | 26 | | offense committed before the effective date of this Act is governed |
|---|
| 27 | 27 | | by the law in effect on the date the offense was committed, and the |
|---|
| 28 | 28 | | former law is continued in effect for that purpose. For purposes of |
|---|
| 29 | 29 | | this section, an offense was committed before the effective date of |
|---|
| 30 | 30 | | this Act if any element of the offense occurred before that date. |
|---|
| 31 | 31 | | SECTION 3. This Act takes effect September 1, 2023. |
