14 | 14 | | relating to a study on the potential for utilization of the uranium |
---|
15 | 15 | | deposits in this state. |
---|
16 | 16 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

17 | 17 | | SECTION 1. DEFINITION. In this Act, "commission" means the |
---|
18 | 18 | | Texas Commission on Environmental Quality. |
---|
19 | 19 | | SECTION 2. STUDY ON POTENTIAL FOR UTILIZATION OF URANIUM |
---|
20 | 20 | | DEPOSITS IN THIS STATE. The commission shall conduct a |
---|
21 | 21 | | comprehensive study on the uranium deposits in this state, |
---|
22 | 22 | | evaluating the economic benefits of utilizing those deposits to |
---|
23 | 23 | | lessen the United States' reliance on foreign sources of uranium |
---|
24 | 24 | | while prioritizing public health and safety. The study must: |
---|
25 | 25 | | (1) assess the potential for utilizing the state's |
---|
26 | 26 | | uranium deposits; and |
---|
27 | 27 | | (2) provide recommendations for strategies, |
---|
28 | 28 | | legislative or regulatory changes, potential economic incentive |
---|
29 | 29 | | programs, and public health and safety best practices to support |
---|
30 | 30 | | the state's uranium mining industry. |
---|
31 | 31 | | SECTION 3. REPORT. Not later than December 1, 2024, the |
---|
32 | 32 | | commission shall submit to the governor, lieutenant governor, and |
---|
33 | 33 | | speaker of the house of representatives a report that includes the |
---|
34 | 34 | | findings of the study and any recommendations regarding the matters |
---|
35 | 35 | | described by Section 2 of this Act. |
---|
36 | 36 | | SECTION 4. EXPIRATION. This Act expires January 1, 2025. |
---|
37 | 37 | | SECTION 5. EFFECTIVE DATE. This Act takes effect |
---|
38 | 38 | | immediately if it receives a vote of two-thirds of all the members |
---|
39 | 39 | | elected to each house, as provided by Section 39, Article III, Texas |
---|
40 | 40 | | Constitution. If this Act does not receive the vote necessary for |
---|
41 | 41 | | immediate effect, this Act takes effect September 1, 2023. |
