7	7	relating to a nursing dual credit pilot program.
8	8	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
9	9	SECTION 1. Chapter 28, Education Code, is amended by adding
10	10	Subchapter D to read as follows:
11	11	SUBCHAPTER D. NURSING DUAL CREDIT PILOT PROGRAM
12	12	Sec. 28.101. DEFINITIONS. In this subchapter:
13	13	(1) "College" means Houston Community College.
14	14	(2) "Coordinating board" means the Texas Higher
15	15	Education Coordinating Board.
16	16	(3) "District" means the Houston Independent School
17	17	District.
18	18	(4) "School of nursing" means The University of Texas
19	19	Health Science Center at Houston Cizik School of Nursing.
20	20	Sec. 28.102. NURSING DUAL CREDIT PILOT PROGRAM. (a) From
21	21	money appropriated or otherwise available for the purpose, the
22	22	agency and the coordinating board jointly shall establish a nursing
23	23	dual credit pilot program through which students enrolled at
24	24	Houston Independent School District may graduate from high school
25	25	with a certificate in licensed vocational nursing from Houston
26	26	Community College, with assistance from The University of Texas
27	27	Health Science Center at Houston Cizik School of Nursing.
28	28	(b) The pilot program must:
29	29	(1) provide for an introductory summer nursing day
30	30	camp for interested students who are entering eighth grade;
31	31	(2) require students to apply to participate in the
32	32	pilot program during the students' eighth grade year;
33	33	(3) provide for a three-week summer nursing boot camp
34	34	for participating students entering ninth grade;
35	35	(4) provide for each participating student to be
36	36	jointly enrolled in high school in the district and in the college's
37	37	licensed vocational nursing certificate program beginning with the
38	38	student's ninth grade year;
39	39	(5) enable each participating student to graduate from
40	40	high school with a certificate in licensed vocational nursing;
41	41	(6) enable participating students to continue
42	42	postsecondary education after graduation from high school by
43	43	completing at the college:
44	44	(A) the associate degree in nursing program; or
45	45	(B) the prerequisites for the bachelor of science
46	46	in nursing program at the school of nursing; and
47	47	(7) require the school of nursing to assist
48	48	participating students by:
49	49	(A) pairing each participating student with a
50	50	nurse mentor to assist the student throughout the student's
51	51	participation in the program;
52	52	(B) providing preparatory courses for:
53	53	(i) the required examinations for admission
54	54	to the associate degree in nursing program at the college or the
55	55	bachelor of science in nursing program at the school of nursing; and
56	56	(ii) the examinations for licensure as a
57	57	licensed vocational nurse or as a registered nurse; and
58	58	(C) ensuring that the students complete the
59	59	prerequisites for the associate degree in nursing program at the
60	60	college and the bachelor of science in nursing program at the school
61	61	of nursing.
62	62	Sec. 28.103. ANNUAL REPORT. Not later than December 1 of
63	63	each year, the district, the college, and the school of nursing
64	64	jointly shall prepare and submit to the agency and the coordinating
65	65	board a report on the pilot program. The report must include
66	66	information regarding the curriculum and student recruitment
67	67	efforts.
68	68	Sec. 28.104. MEMORANDUM OF UNDERSTANDING. The agency and
69	69	the coordinating board jointly shall enter into a memorandum of
70	70	understanding with the district, the college, and the school of
71	71	nursing regarding the allocation of money to those institutions for
72	72	the pilot program.
73	73	Sec. 28.105. REPORT TO LEGISLATURE. Not later than
74	74	September 1, 2028, the agency and the coordinating board jointly
75	75	shall submit to the legislature a report that:
76	76	(1) evaluates the success of the pilot program; and
77	77	(2) makes recommendations regarding the continuation
78	78	or expansion of the pilot program.
79	79	Sec. 28.106. EXPIRATION. This subchapter expires September
80	80	1, 2029.
81	81	SECTION 2. Not later than December 1, 2024, the Houston
82	82	Independent School District, Houston Community College, and The
83	83	University of Texas Health Science Center at Houston Cizik School
84	84	of Nursing jointly shall submit the initial report required under
85	85	Section 28.103, Education Code, as added by this Act.
86	86	SECTION 3. This Act takes effect immediately if it receives
87	87	a vote of two-thirds of all the members elected to each house, as
88	88	provided by Section 39, Article III, Texas Constitution. If this
89	89	Act does not receive the vote necessary for immediate effect, this
90	90	Act takes effect September 1, 2023.
