66 AN ACT
77 relating to a nursing dual credit pilot program.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Chapter 28, Education Code, is amended by adding
1010 Subchapter D to read as follows:
1111 SUBCHAPTER D. NURSING DUAL CREDIT PILOT PROGRAM
1212 Sec. 28.101. DEFINITIONS. In this subchapter:
1313 (1) "College" means Houston Community College.
1414 (2) "Coordinating board" means the Texas Higher
1515 Education Coordinating Board.
1616 (3) "District" means the Houston Independent School
1717 District.
1818 (4) "School of nursing" means The University of Texas
1919 Health Science Center at Houston Cizik School of Nursing.
2020 Sec. 28.102. NURSING DUAL CREDIT PILOT PROGRAM. (a) From
2121 money appropriated or otherwise available for the purpose, the
2222 agency and the coordinating board jointly shall establish a nursing
2323 dual credit pilot program through which students enrolled at
2424 Houston Independent School District may graduate from high school
2525 with a certificate in licensed vocational nursing from Houston
2626 Community College, with assistance from The University of Texas
2727 Health Science Center at Houston Cizik School of Nursing.
2828 (b) The pilot program must:
2929 (1) provide for an introductory summer nursing day
3030 camp for interested students who are entering eighth grade;
3131 (2) require students to apply to participate in the
3232 pilot program during the students' eighth grade year;
3333 (3) provide for a three-week summer nursing boot camp
3434 for participating students entering ninth grade;
3535 (4) provide for each participating student to be
3636 jointly enrolled in high school in the district and in the college's
3737 licensed vocational nursing certificate program beginning with the
3838 student's ninth grade year;
3939 (5) enable each participating student to graduate from
4040 high school with a certificate in licensed vocational nursing;
4141 (6) enable participating students to continue
4242 postsecondary education after graduation from high school by
4343 completing at the college:
4444 (A) the associate degree in nursing program; or
4545 (B) the prerequisites for the bachelor of science
4646 in nursing program at the school of nursing; and
4747 (7) require the school of nursing to assist
4848 participating students by:
4949 (A) pairing each participating student with a
5050 nurse mentor to assist the student throughout the student's
5151 participation in the program;
5252 (B) providing preparatory courses for:
5353 (i) the required examinations for admission
5454 to the associate degree in nursing program at the college or the
5555 bachelor of science in nursing program at the school of nursing; and
5656 (ii) the examinations for licensure as a
5757 licensed vocational nurse or as a registered nurse; and
5858 (C) ensuring that the students complete the
5959 prerequisites for the associate degree in nursing program at the
6060 college and the bachelor of science in nursing program at the school
6161 of nursing.
6262 Sec. 28.103. ANNUAL REPORT. Not later than December 1 of
6363 each year, the district, the college, and the school of nursing
6464 jointly shall prepare and submit to the agency and the coordinating
6565 board a report on the pilot program. The report must include
6666 information regarding the curriculum and student recruitment
6767 efforts.
6868 Sec. 28.104. MEMORANDUM OF UNDERSTANDING. The agency and
6969 the coordinating board jointly shall enter into a memorandum of
7070 understanding with the district, the college, and the school of
7171 nursing regarding the allocation of money to those institutions for
7272 the pilot program.
7373 Sec. 28.105. REPORT TO LEGISLATURE. Not later than
7474 September 1, 2028, the agency and the coordinating board jointly
7575 shall submit to the legislature a report that:
7676 (1) evaluates the success of the pilot program; and
7777 (2) makes recommendations regarding the continuation
7878 or expansion of the pilot program.
7979 Sec. 28.106. EXPIRATION. This subchapter expires September
8080 1, 2029.
8181 SECTION 2. Not later than December 1, 2024, the Houston
8282 Independent School District, Houston Community College, and The
8383 University of Texas Health Science Center at Houston Cizik School
8484 of Nursing jointly shall submit the initial report required under
8585 Section 28.103, Education Code, as added by this Act.
8686 SECTION 3. This Act takes effect immediately if it receives
8787 a vote of two-thirds of all the members elected to each house, as
8888 provided by Section 39, Article III, Texas Constitution. If this
8989 Act does not receive the vote necessary for immediate effect, this
9090 Act takes effect September 1, 2023.
