55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the information maintained by the Texas Education
88 Agency regarding postsecondary education and career opportunities.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 7.040(a), Education Code, is amended to
1111 read as follows:
1212 (a) The agency shall prepare information comparing
1313 institutions of higher education in this state and post the
1414 information on the agency's Internet website. Information prepared
1515 under this section shall be given to a public school student who
1616 requests the information. The information shall:
1717 (1) identify postsecondary education and career
1818 opportunities, including information that states the benefits of
1919 four-year and two-year higher education programs, postsecondary
2020 technical education, skilled workforce careers, and career
2121 education programs;
2222 (2) compare each institution of higher education with
2323 other institutions, both overall and disaggregated by
2424 baccalaureate or associate degree or certificate program,
2525 regarding:
2626 (A) the relative cost of tuition, both in total
2727 and less the average amount of student financial assistance;
2828 (B) the number of students enrolled full-time;
2929 (C) the retention rate of students;
3030 (D) [(C)] the graduation rate of students;
3131 (E) the graduation, withdrawal, transfer, and
3232 current enrollment rates of students during the eight-year period
3333 after initial enrollment;
3434 (F) [(D)] the average student debt, including:
3535 (i) the percentage of students who receive
3636 federal student loans; and
3737 (ii) the average monthly amount of student
3838 loan payments, disaggregated by graduates and nongraduates;
3939 (G) [(E)] the loan repayment rate of students;
4040 [and]
4141 (H) [(F)] the employment rate of students; and
4242 (I) the average earnings of students:
4343 (i) after graduation, both overall and for
4444 the five baccalaureate or associate degree or certificate programs
4545 with the highest student enrollment; and
4646 (ii) after withdrawal;
4747 (3) identify the state's future workforce needs, as
4848 projected by the Texas Workforce Commission; [and]
4949 (4) identify:
5050 (A) the top 50 baccalaureate degree programs with
5151 the highest average earnings after graduation; and
5252 (B) the top 20 associate degree or certificate
5353 programs with the highest average earnings after graduation;
5454 (5) include annual starting wage and educational
5555 requirements information for the top 25 [10] highest demand jobs in
5656 this state, as identified by the Texas Workforce Commission; and
5757 (6) include the following information regarding
5858 enlistment in the armed forces of the United States, disaggregated
5959 by military branch:
6060 (A) the starting pay, signing bonus, and other
6161 benefits; and
6262 (B) the minimum passing score on the Armed
6363 Services Vocational Aptitude Battery required for enlistment.
6464 SECTION 2. (a) As soon as practicable after the effective
6565 date of this Act, the Texas Education Agency shall update the
6666 information required under Section 7.040(a), Education Code, as
6767 amended by this Act.
6868 (b) As soon as practicable after the Texas Education Agency
6969 completes the update required by Subsection (a) of this section,
7070 the Texas Higher Education Coordinating Board shall update the
7171 comparative gainful employment data regarding public institutions
7272 of higher education required to be maintained by the board under
7373 Sections 51.762(b-1) and 51.763(b), Education Code, to include the
7474 information required under Section 7.040(a), Education Code, as
7575 amended by this Act.
7676 SECTION 3. This Act takes effect immediately if it receives
7777 a vote of two-thirds of all the members elected to each house, as
7878 provided by Section 39, Article III, Texas Constitution. If this
7979 Act does not receive the vote necessary for immediate effect, this
8080 Act takes effect September 1, 2023.
