| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Section 104.252, Utilities Code, is amended to |
|---|
| 10 | 10 | | read as follows: |
|---|
| 11 | 11 | | Sec. 104.252. AUTHORITY OF REGULATORY AUTHORITY CONCERNING |
|---|
| 12 | 12 | | STANDARDS. (a) A regulatory authority, on its own motion or on |
|---|
| 13 | 13 | | complaint and after reasonable notice and hearing, may[: |
|---|
| 14 | 14 | | [(1)] adopt just and reasonable standards, |
|---|
| 15 | 15 | | classifications, regulations, or practices a gas utility must |
|---|
| 16 | 16 | | follow in furnishing a service. |
|---|
| 17 | 17 | | (b) A regulatory authority shall: |
|---|
| 18 | 18 | | (1) [; |
|---|
| 19 | 19 | | [(2)] adopt adequate and reasonable standards for |
|---|
| 20 | 20 | | measuring a condition, including quantity, quality, and pressure |
|---|
| 21 | 21 | | relating to the furnishing of a service; |
|---|
| 22 | 22 | | (2) [(3)] adopt reasonable regulations for examining, |
|---|
| 23 | 23 | | testing, and measuring a service; and |
|---|
| 24 | 24 | | (3) [(4)] adopt or approve reasonable rules, |
|---|
| 25 | 25 | | regulations, specifications, and standards to ensure the accuracy |
|---|
| 26 | 26 | | of equipment, including meters and instruments, used to measure a |
|---|
| 27 | 27 | | service. |
|---|
| 28 | 28 | | SECTION 2. The heading to Section 121.213, Utilities Code, |
|---|
| 29 | 29 | | is amended to read as follows: |
|---|
| 30 | 30 | | Sec. 121.213. INSTALLATION, REMOVAL, [AND] REPLACEMENT, |
|---|
| 31 | 31 | | AND MONITORING OF CERTAIN PIPELINES. |
|---|
| 32 | 32 | | SECTION 3. Section 121.213, Utilities Code, is amended by |
|---|
| 33 | 33 | | adding Subsection (f) to read as follows: |
|---|
| 34 | 34 | | (f) The railroad commission shall monitor the amount of |
|---|
| 35 | 35 | | pipeline pressure maintained in distribution gas pipeline |
|---|
| 36 | 36 | | facilities. |
|---|
| 37 | 37 | | SECTION 4. This Act takes effect September 1, 2023. |
