77 relating to the adequacy of service provided by gas utilities.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Section 104.252, Utilities Code, is amended to
1010 read as follows:
1111 Sec. 104.252. AUTHORITY OF REGULATORY AUTHORITY CONCERNING
1212 STANDARDS. (a) A regulatory authority, on its own motion or on
1313 complaint and after reasonable notice and hearing, may[:
1414 [(1)] adopt just and reasonable standards,
1515 classifications, regulations, or practices a gas utility must
1616 follow in furnishing a service.
1717 (b) A regulatory authority shall:
1818 (1) [;
1919 [(2)] adopt adequate and reasonable standards for
2020 measuring a condition, including quantity, quality, and pressure
2121 relating to the furnishing of a service;
2222 (2) [(3)] adopt reasonable regulations for examining,
2323 testing, and measuring a service; and
2424 (3) [(4)] adopt or approve reasonable rules,
2525 regulations, specifications, and standards to ensure the accuracy
2626 of equipment, including meters and instruments, used to measure a
2727 service.
2828 SECTION 2. The heading to Section 121.213, Utilities Code,
2929 is amended to read as follows:
3030 Sec. 121.213. INSTALLATION, REMOVAL, [AND] REPLACEMENT,
3131 AND MONITORING OF CERTAIN PIPELINES.
3232 SECTION 3. Section 121.213, Utilities Code, is amended by
3333 adding Subsection (f) to read as follows:
3434 (f) The railroad commission shall monitor the amount of
3535 pipeline pressure maintained in distribution gas pipeline
3636 facilities.
3737 SECTION 4. This Act takes effect September 1, 2023.
