Frank, Chair, House Committee on Human Services     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: HB4132 by Harris, Caroline (Relating to requiring the Department of Family and Protective Services to adopt a process to allow a foster parent to donate a foster care payment to the department.), As Introduced     The fiscal implications of the bill cannot be determined due to the unknown number of foster parents that would donate and how much would be donated to the department.  The bill would require the department to adopt a policy to allow a foster parent to donate to the department a payment made under Section 264.101 of Family Code.According to the Department of Family and Protective Services, the agency accountants would need to coordinate with child placing agencies and Single Source Continuum Contractors to determine the payments to each entity. The agency would also need to modify IT systems to process donations and develop a method to divert foster care payments to a donation account. While there could be some savings to the state, it is unknown the amount of donations the agency would receive, therefore this analysis cannot determine the savings.  The fiscal implications of the bill cannot be determined due to the unknown number of foster parents that would donate and how much would be donated to the department, therefore potential costs associated with obtaining and reconciling the donations and potential cost savings cannot be determined.   Local Government ImpactNo fiscal implication to units of local government is anticipated.
