66 AN ACT
77 relating to a statewide literacy improvement plan for public
88 schools.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter Z, Chapter 29, Education Code, is
1111 amended by adding Section 29.937 to read as follows:
1212 Sec. 29.937. STATEWIDE LITERACY IMPROVEMENT PLAN. (a) The
1313 agency shall develop a statewide plan for improving literacy among
1414 public school students in partnership with one or more
1515 organizations, such as Literacy First, that provide tutoring
1616 services, one-to-one literacy interventions, teacher and staff
1717 training, instructional coaching, and other supports related to
1818 improving literacy in early grades.
1919 (b) In developing the plan under Subsection (a), the agency
2020 shall include:
2121 (1) a draft budget for implementation of the plan; and
2222 (2) a strategy that provides for a staggered
2323 implementation of the plan that begins in schools identified by the
2424 agency as having the most need for literacy improvement and is
2525 gradually expanded to each school district and open-enrollment
2626 charter school in the state.
2727 SECTION 2. The Texas Education Agency shall develop the
2828 statewide literacy improvement plan under Section 29.937,
2929 Education Code, as added by this Act, as soon as practicable and not
3030 later than September 1, 2024.
3131 SECTION 3. This Act takes effect immediately if it receives
3232 a vote of two-thirds of all the members elected to each house, as
3333 provided by Section 39, Article III, Texas Constitution. If this
3434 Act does not receive the vote necessary for immediate effect, this
3535 Act takes effect September 1, 2023.
