9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

10 | 10 | | SECTION 1. Subchapter Z, Chapter 29, Education Code, is |
---|
11 | 11 | | amended by adding Section 29.937 to read as follows: |
---|
12 | 12 | | Sec. 29.937. STATEWIDE LITERACY IMPROVEMENT PLAN. (a) The |
---|
13 | 13 | | agency shall develop a statewide plan for improving literacy among |
---|
14 | 14 | | public school students in partnership with one or more |
---|
15 | 15 | | organizations, such as Literacy First, that provide tutoring |
---|
16 | 16 | | services, one-to-one literacy interventions, teacher and staff |
---|
17 | 17 | | training, instructional coaching, and other supports related to |
---|
18 | 18 | | improving literacy in early grades. |
---|
19 | 19 | | (b) In developing the plan under Subsection (a), the agency |
---|
20 | 20 | | shall include: |
---|
21 | 21 | | (1) a draft budget for implementation of the plan; and |
---|
22 | 22 | | (2) a strategy that provides for a staggered |
---|
23 | 23 | | implementation of the plan that begins in schools identified by the |
---|
24 | 24 | | agency as having the most need for literacy improvement and is |
---|
25 | 25 | | gradually expanded to each school district and open-enrollment |
---|
26 | 26 | | charter school in the state. |
---|
27 | 27 | | SECTION 2. The Texas Education Agency shall develop the |
---|
28 | 28 | | statewide literacy improvement plan under Section 29.937, |
---|
29 | 29 | | Education Code, as added by this Act, as soon as practicable and not |
---|
30 | 30 | | later than September 1, 2024. |
---|
31 | 31 | | SECTION 3. This Act takes effect immediately if it receives |
---|
32 | 32 | | a vote of two-thirds of all the members elected to each house, as |
---|
33 | 33 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
34 | 34 | | Act does not receive the vote necessary for immediate effect, this |
---|
35 | 35 | | Act takes effect September 1, 2023. |
