11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

12 | 12 | | SECTION 1. (a) The Texas Workforce Commission shall |
---|
13 | 13 | | conduct a study regarding the cost of child care in this state in |
---|
14 | 14 | | comparison to family income. The study must: |
---|
15 | 15 | | (1) examine: |
---|
16 | 16 | | (A) trends in child-care costs and projections |
---|
17 | 17 | | for future child-care costs; |
---|
18 | 18 | | (B) child-care costs compared to family income, |
---|
19 | 19 | | considering federal poverty guidelines, state median income, or |
---|
20 | 20 | | other relevant income standards; and |
---|
21 | 21 | | (C) the amount of governmental money estimated or |
---|
22 | 22 | | available to support subsidized child care over the periods |
---|
23 | 23 | | applicable to the data described in Paragraphs (A) and (B) of this |
---|
24 | 24 | | subdivision and the number of children receiving subsidized child |
---|
25 | 25 | | care; and |
---|
26 | 26 | | (2) estimate the number of families eligible to |
---|
27 | 27 | | receive subsidized child care. |
---|
28 | 28 | | (b) Not later than December 15, 2024, the Texas Workforce |
---|
29 | 29 | | Commission shall report the results of the study conducted under |
---|
30 | 30 | | Subsection (a) of this section to the governor, the lieutenant |
---|
31 | 31 | | governor, the speaker of the house of representatives, and each |
---|
32 | 32 | | legislative standing committee with jurisdiction over child-care |
---|
33 | 33 | | facilities. |
---|
34 | 34 | | (c) This Act expires September 1, 2025. |
---|
35 | 35 | | SECTION 2. This Act takes effect September 1, 2023. |
