55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the creation of a Texas Commission on High School
88 Outcomes.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. DEFINITION. In this Act, "commission" means the
1111 Texas Commission on High School Outcomes.
1212 SECTION 2. TEXAS COMMISSION ON HIGH SCHOOL OUTCOMES. (a)
1313 The commission is established to develop and make recommendations
1414 for improvements to the current public high school structure or
1515 practices to improve the college, career, or military readiness of
1616 students.
1717 (b) The commission is composed of 16 members, consisting of:
1818 (1) seven members appointed by the governor;
1919 (2) four members appointed by the lieutenant governor;
2020 (3) four members appointed by the speaker of the house
2121 of representatives; and
2222 (4) a member of the State Board of Education, as
2323 designated by the chair of that board.
2424 (c) The members appointed by the governor must have an
2525 interest in public education and include at least:
2626 (1) one person who is a current or retired classroom
2727 teacher with at least 10 years of teaching experience;
2828 (2) one person who is a member of the business or civic
2929 community in North Texas;
3030 (3) one person who is a member of the business or civic
3131 community in West Texas; and
3232 (4) one person who is a member of the business or civic
3333 community in South Texas.
3434 (d) The appointments made by the lieutenant governor and the
3535 speaker of the house of representatives must each consist of:
3636 (1) three members of the applicable legislative
3737 chamber; and
3838 (2) an administrator for a public school or a member of
3939 the board of trustees of a school district.
4040 (e) In making appointments under Subsections (b)(1), (2),
4141 and (3) of this section, the governor, lieutenant governor, and
4242 speaker of the house of representatives shall coordinate to ensure
4343 that the membership of the commission reflects, to the extent
4444 possible, the ethnic and geographic diversity of this state.
4545 (f) The governor shall designate the presiding officer of
4646 the commission.
4747 SECTION 3. COMPENSATION AND REIMBURSEMENT. A member of the
4848 commission is not entitled to compensation for service on the
4949 commission but is entitled to reimbursement for actual and
5050 necessary expenses incurred in performing commission duties.
5151 SECTION 4. ADMINISTRATIVE SUPPORT AND FUNDING. (a) The
5252 Texas Education Agency shall provide administrative support for the
5353 commission.
5454 (b) Funding for the administrative and operational expenses
5555 of the commission shall be provided by legislative appropriation
5656 made to the Texas Education Agency for that purpose.
5757 SECTION 5. STUDY AND RECOMMENDATIONS. (a) The commission
5858 shall study and develop recommendations under this Act to address
5959 issues related to the college, career, and military readiness of
6060 public high school students in this state, including:
6161 (1) the purpose and role of public high schools in
6262 preparing students for the modern economy;
6363 (2) the postsecondary preferences of students and
6464 young adults and the ways public high schools can be adapted to
6565 support those preferences;
6666 (3) changes that could be made to current high school
6767 graduation requirements to improve student postsecondary outcomes
6868 and better reflect the needs of the modern economy;
6969 (4) changes that could be made to the current public
7070 school finance system to:
7171 (A) equip and encourage public schools to adopt
7272 innovative educational models and career and technology programs;
7373 and
7474 (B) support the improvement of postsecondary
7575 outcomes;
7676 (5) barriers to implementing innovative programs of
7777 study or courses, including career-focused or technical programs or
7878 courses, that support students in achieving postsecondary success;
7979 and
8080 (6) the state's current approach to industry
8181 certifications and whether students are being offered credentials
8282 of value that will lead to high-wage, high-demand jobs.
8383 (b) The commission may establish one or more working groups
8484 composed of not more than six members of the commission to study,
8585 discuss, and address specific policy issues and recommendations to
8686 refer to the commission for consideration.
8787 SECTION 6. REPORT. Not later than December 31, 2024, the
8888 commission shall prepare and deliver a report to the governor and
8989 the legislature that recommends statutory changes to improve
9090 outcomes for public high school students and ensure every student
9191 is prepared for college, a career, or military service immediately
9292 upon graduation.
9393 SECTION 7. PUBLIC MEETINGS AND PUBLIC INFORMATION. (a) The
9494 commission may hold public meetings as needed to fulfill its duties
9595 under this Act.
9696 (b) The commission is subject to Chapters 551 and 552,
9797 Government Code.
9898 SECTION 8. COMMISSION ABOLISHED. The commission is
9999 abolished January 1, 2025.
100100 SECTION 9. EFFECTIVE DATE. This Act takes effect
101101 immediately if it receives a vote of two-thirds of all the members
102102 elected to each house, as provided by Section 39, Article III, Texas
103103 Constitution. If this Act does not receive the vote necessary for
104104 immediate effect, this Act takes effect September 1, 2023.
