| 7 | 7 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 8 | 8 | | SECTION 1. Chapter 544, Transportation Code, is amended by |
|---|
| 9 | 9 | | adding Section 544.014 to read as follows: |
|---|
| 10 | 10 | | Sec. 544.014. CROSSWALK MARKING REQUIREMENTS. (a) |
|---|
| 11 | 11 | | Notwithstanding any other law, a local authority shall indicate a |
|---|
| 12 | 12 | | marked crosswalk with one of the following: |
|---|
| 13 | 13 | | (1) solid white lines that are longitudinal, |
|---|
| 14 | 14 | | transverse, or diagonal; or |
|---|
| 15 | 15 | | (2) a Texas-themed mural described by Subsection (b). |
|---|
| 16 | 16 | | (b) A Texas-themed mural authorized by Subsection (a)(2) |
|---|
| 17 | 17 | | must: |
|---|
| 18 | 18 | | (1) completely fill the boundaries of the marked |
|---|
| 19 | 19 | | crosswalk; |
|---|
| 20 | 20 | | (2) have a white, black, or unpainted background; and |
|---|
| 21 | 21 | | (3) feature the shape of the State of Texas, painted in |
|---|
| 22 | 22 | | the manner of the Texas flag. |
|---|
| 23 | 23 | | (c) A municipality with a population of 100,000 or more |
|---|
| 24 | 24 | | shall identify the five intersections that are most used by |
|---|
| 25 | 25 | | pedestrians in the municipality and indicate each marked crosswalk |
|---|
| 26 | 26 | | in those intersections with a Texas-themed mural described by |
|---|
| 27 | 27 | | Subsection (b). |
|---|
| 28 | 28 | | SECTION 2. (a) Notwithstanding Section 544.014(c), |
|---|
| 29 | 29 | | Transportation Code, as added by this Act, a municipality is not |
|---|
| 30 | 30 | | required to comply with that subsection until September 1, 2025. |
|---|
| 31 | 31 | | (b) Not later than September 1, 2025, each municipality with |
|---|
| 32 | 32 | | a population of 100,000 or more shall conduct a study to identify |
|---|
| 33 | 33 | | the five intersections that are most used by pedestrians in the |
|---|
| 34 | 34 | | municipality. |
|---|
| 35 | 35 | | SECTION 3. This Act takes effect September 1, 2023. |
