55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the Texas First Early High School Completion Program
88 and the Texas First Scholarship Program.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 28.0253(a)(2), Education Code, is
1111 amended to read as follows:
1212 (2) "Eligible institution" means an institution of
1313 higher education [that is designated as a research university or
1414 emerging research university under the coordinating board's
1515 accountability system].
1616 SECTION 2. Section 28.0253(e), Education Code, is amended
1717 to read as follows:
1818 (e) A school district or open-enrollment charter school
1919 shall allow a student to graduate and receive [may issue] a high
2020 school diploma [to a student] under the program if, using the
2121 standards established under Subsection (c), the student
2222 demonstrates mastery of and early readiness for college in each of
2323 the subject areas described by that subsection and in a language
2424 other than English, notwithstanding any other local or state
2525 requirements.
2626 SECTION 3. Section 56.221(2), Education Code, is amended to
2727 read as follows:
2828 (2) "Eligible institution" means an institution of
2929 higher education, as that term is defined by Section 61.003[, that
3030 is designated as a research university or emerging research
3131 university under the coordinating board's accountability system].
3232 SECTION 4. This Act takes effect September 1, 2023.
