                    LEGISLATIVE BUDGET BOARD     Austin, Texas       FISCAL NOTE, 88TH LEGISLATIVE REGULAR SESSION             May 19, 2023       TO: Honorable Paul Bettencourt, Chair, Senate Committee on Local Government     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: HB4456 by Harris, Cody (Relating to the calculation of certain ad valorem tax rates of a school district.), As Engrossed     No significant fiscal implication to the State is anticipated. The bill would amend Chapter 5 of the Tax Code, relating to State Administration, to require the Comptroller prescribed tax rate calculation forms for no-new-revenue tax rate and the voter-approval tax rate to be used by each taxing unit.The bill would amend Chapter 26 of the Tax Code, relating to Assessment, to provide the formula for the No-new-revenue maintenance and operations rate is for use by taxing units other than school districts. School districts would calculate the rate according to the Education Code.The bill would remove the term weighted from the expression state and local revenue per weighted student.  Local Government ImpactNo significant fiscal implication to units of local government is anticipated.
