| 7 | 7 | | relating to the functions and duties of the University |

| 8 | 8 | | Interscholastic League. |
|---|
| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Section 33.083, Education Code, is amended by |
|---|
| 11 | 11 | | amending Subsection (b) and adding Subsections (b-1) and (b-2) to |
|---|
| 12 | 12 | | read as follows: |
|---|
| 13 | 13 | | (b) The University Interscholastic League is a state agency |
|---|
| 14 | 14 | | that is part of The University of Texas at Austin and must submit |
|---|
| 15 | 15 | | its rules and procedures to the commissioner for approval or |
|---|
| 16 | 16 | | disapproval. The funds belonging to the University Interscholastic |
|---|
| 17 | 17 | | League shall be deposited with The University of Texas at Austin for |
|---|
| 18 | 18 | | the benefit of the league and shall be subject to audits by The |
|---|
| 19 | 19 | | University of Texas at Austin, The University of Texas System, and |
|---|
| 20 | 20 | | the state auditor. Copies of annual audits shall be furnished, on |
|---|
| 21 | 21 | | request, to members of the legislature. |
|---|
| 22 | 22 | | (b-1) The University Interscholastic League: |
|---|
| 23 | 23 | | (1) creates and administers interscholastic contests, |
|---|
| 24 | 24 | | including academic, music, and athletic contests, for member |
|---|
| 25 | 25 | | schools; |
|---|
| 26 | 26 | | (2) adopts and enforces contest rules; |
|---|
| 27 | 27 | | (3) creates local committees to assist in the |
|---|
| 28 | 28 | | administration of interscholastic contests; and |
|---|
| 29 | 29 | | (4) performs any duty necessary to administer |
|---|
| 30 | 30 | | interscholastic contests in this state for member schools. |
|---|
| 31 | 31 | | (b-2) When conducting a meeting, hearing, or other official |
|---|
| 32 | 32 | | duty, the University Interscholastic League, the league's state |
|---|
| 33 | 33 | | executive committee, each of the league's district executive |
|---|
| 34 | 34 | | committees, and any local committee of the league: |
|---|
| 35 | 35 | | (1) are subject to: |
|---|
| 36 | 36 | | (A) Chapters 551 and 552, Government Code; and |
|---|
| 37 | 37 | | (B) Sections 2001.051, 2001.052, and 2001.053, |
|---|
| 38 | 38 | | Government Code; and |
|---|
| 39 | 39 | | (2) must comply with Section 26.008(a). |

| 40 | 40 | | SECTION 2. Section 33.083(b-2), Education Code, as added by |
|---|
| 41 | 41 | | this Act, applies only to a meeting or hearing conducted by a |
|---|
| 42 | 42 | | district executive committee, the state executive committee, or any |
|---|
| 43 | 43 | | other committee of the University Interscholastic League commenced |
|---|
| 44 | 44 | | on or after the effective date of this Act. A meeting or hearing |
|---|
| 45 | 45 | | commenced before the effective date of this Act is governed by the |
|---|
| 46 | 46 | | law in effect immediately before the effective date of this Act, and |
|---|
| 47 | 47 | | that law is continued in effect for that purpose. |
|---|
| 48 | 48 | | SECTION 3. This Act takes effect September 1, 2023. |
