|---|
| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Chapter 33, Education Code, is amended by adding |
|---|
| 11 | 11 | | Subchapter D-1 to read as follows: |
|---|
| 12 | 12 | | SUBCHAPTER D-1. UNIVERSITY INTERSCHOLASTIC LEAGUE ADMINISTRATION |
|---|
| 13 | 13 | | Sec. 33.125. DEFINITIONS. In this subchapter: |
|---|
| 14 | 14 | | (1) "League" means the University Interscholastic |
|---|
| 15 | 15 | | League. |
|---|
| 16 | 16 | | (2) "Legislative council" means the governing body of |
|---|
| 17 | 17 | | the league that proposes, implements, and administers rules and |
|---|
| 18 | 18 | | procedures for the league as provided by this chapter. |
|---|
| 19 | 19 | | Sec. 33.126. ADMINISTRATION OF LEAGUE. (a) The |
|---|
| 20 | 20 | | legislative council shall amend the league's constitution and |
|---|
| 21 | 21 | | contest rules as necessary to comply with this subchapter and |
|---|
| 22 | 22 | | submit the proposed amended constitution and rules to the |
|---|
| 23 | 23 | | commissioner for approval. The commissioner may not approve a |
|---|
| 24 | 24 | | provision of the proposed constitution or a rule submitted by the |
|---|
| 25 | 25 | | league that conflicts with the requirements of this subchapter. |
|---|
| 26 | 26 | | (b) The league shall require: |
|---|
| 27 | 27 | | (1) an interpretation of a contest rule proposed by |
|---|
| 28 | 28 | | the league and approved by the commissioner to be: |
|---|
| 29 | 29 | | (A) in writing and specify the relevant rule and |
|---|
| 30 | 30 | | the date of the interpretation; and |
|---|
| 31 | 31 | | (B) made available on the league's Internet |
|---|
| 32 | 32 | | website not later than 24 hours after the interpretation is |
|---|
| 33 | 33 | | produced; and |
|---|
| 34 | 34 | | (2) the legislative council to propose amendments to |
|---|
| 35 | 35 | | the league's constitution and contest rules annually. |
|---|
| 36 | 36 | | Sec. 33.127. EXECUTIVE DIRECTOR. The executive director of |
|---|
| 37 | 37 | | the league may not serve more than one four-year term. |
|---|
| 38 | 38 | | Sec. 33.128. TERM OF OFFICE. A member of the state |
|---|
| 39 | 39 | | executive committee of the league may not serve more than two |
|---|
| 40 | 40 | | two-year terms. |
|---|
| 41 | 41 | | Sec. 33.129. REQUIRED TRAINING. Each member of a district |
|---|
| 42 | 42 | | executive committee and the state executive committee of the league |
|---|
| 43 | 43 | | must complete a training course: |
|---|
| 44 | 44 | | (1) under Section 551.005, Government Code; and |
|---|
| 45 | 45 | | (2) regarding the conduct of a fair and impartial |
|---|
| 46 | 46 | | hearing. |
|---|
| 47 | 47 | | SECTION 2. This Act takes effect September 1, 2023. |
