| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Section 3151.003, Government Code, is amended to |
|---|
| 10 | 10 | | read as follows: |
|---|
| 11 | 11 | | Sec. 3151.003. APPLICABILITY. This chapter does not apply |
|---|
| 12 | 12 | | to: |
|---|
| 13 | 13 | | (1) the construction, renovation, or equipment of the |
|---|
| 14 | 14 | | Darrell K Royal-Texas Memorial Stadium or to improvements related |
|---|
| 15 | 15 | | to the stadium, except that the height of the stadium or a related |
|---|
| 16 | 16 | | improvement may not exceed 666 feet above sea level; |
|---|
| 17 | 17 | | (2) the construction, redevelopment, or improvement |
|---|
| 18 | 18 | | of 11th Street pursuant to the East 11th and 12th Streets |
|---|
| 19 | 19 | | Redevelopment Program, except that the height of an improvement may |
|---|
| 20 | 20 | | not exceed 600 feet above sea level; [or] |
|---|
| 21 | 21 | | (3) the construction, redevelopment, or improvement |
|---|
| 22 | 22 | | of Robert Mueller Municipal Airport under a redevelopment and reuse |
|---|
| 23 | 23 | | plan for the airport adopted by the City of Austin; or |
|---|
| 24 | 24 | | (4) the construction, redevelopment, or improvement |
|---|
| 25 | 25 | | of the area bounded by: |
|---|
| 26 | 26 | | (A) Red River Street; |
|---|
| 27 | 27 | | (B) San Jacinto Boulevard; |
|---|
| 28 | 28 | | (C) the one-half block between East 7th Street |
|---|
| 29 | 29 | | and East 8th Street; and |
|---|
| 30 | 30 | | (D) the one-half block between East 6th Street |
|---|
| 31 | 31 | | and East 7th Street. |
|---|
| 32 | 32 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 33 | 33 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 34 | 34 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 35 | 35 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 36 | 36 | | Act takes effect September 1, 2023. |
