66 AN ACT
77 relating to a study on alternative school schedules conducted by
88 the Texas Education Agency.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter Z, Chapter 29, Education Code, is
1111 amended by adding Section 29.938 to read as follows:
1212 Sec. 29.938. STUDY ON ALTERNATIVE SCHOOL SCHEDULES. (a)
1313 The agency shall conduct a study on the adoption of alternative
1414 instructional day or school week schedules by school districts to
1515 determine whether these alternative schedules:
1616 (1) help school districts attract and retain qualified
1717 teachers and classroom support personnel;
1818 (2) ensure that teachers and classroom support
1919 personnel have sufficient time to perform assigned duties; and
2020 (3) provide sufficient instructional time to maintain
2121 student achievement and improvement.
2222 (b) The study must consider alternative instructional day
2323 or school week schedules maintained by at least one school
2424 district, such as:
2525 (1) a four-day school week;
2626 (2) a four-and-one-half-day school week;
2727 (3) the use of one day per week for remedial education
2828 to compensate for learning loss due to the COVID-19 pandemic;
2929 (4) work-study schedules, in which students attend
3030 class three days per week and participate in employment or skills
3131 training two days per week;
3232 (5) a schedule involving a combination of two
3333 classrooms of students with two or more teachers assigned to that
3434 combined classroom; or
3535 (6) schedules allowing teachers to work partial days.
3636 (c) Not later than December 31, 2024, the agency shall
3737 prepare and submit to the legislature a report on the results of the
3838 study and any recommendations for legislative or other action.
3939 (d) This section expires September 1, 2025.
4040 SECTION 2. This Act takes effect immediately if it receives
4141 a vote of two-thirds of all the members elected to each house, as
4242 provided by Section 39, Article III, Texas Constitution. If this
4343 Act does not receive the vote necessary for immediate effect, this
4444 Act takes effect September 1, 2023.
