66 AN ACT
77 relating to the composition of the Texas Maternal Mortality and
88 Morbidity Review Committee.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 34.002(b), Health and Safety Code, is
1111 amended to read as follows:
1212 (b) The review committee is a multidisciplinary advisory
1313 committee within the department and is composed of the following 18
1414 [17] members:
1515 (1) 16 [15] members appointed by the commissioner as
1616 follows:
1717 (A) four physicians specializing in obstetrics,
1818 at least one of whom is a maternal fetal medicine specialist;
1919 (B) one certified nurse-midwife;
2020 (C) one registered nurse;
2121 (D) one nurse specializing in labor and delivery;
2222 (E) one physician specializing in family
2323 practice;
2424 (F) one physician specializing in psychiatry;
2525 (G) one physician specializing in pathology;
2626 (H) one epidemiologist, biostatistician, or
2727 researcher of pregnancy-related deaths;
2828 (I) one social worker or social service provider;
2929 (J) two [one] community advocates [advocate] in
3030 [a] relevant fields [field];
3131 (K) one medical examiner or coroner responsible
3232 for recording deaths; and
3333 (L) one physician specializing in critical care;
3434 (2) a representative of the department's family and
3535 community health programs; and
3636 (3) the state epidemiologist for the department or the
3737 epidemiologist's designee.
3838 SECTION 2. Section 34.003(a), Health and Safety Code, is
3939 amended to read as follows:
4040 (a) Review committee members appointed by the commissioner
4141 serve staggered six-year terms, with one-third or as near as
4242 possible to one-third of the members' terms [of four or five
4343 members, as appropriate,] expiring February 1 of each odd-numbered
4444 year.
4545 SECTION 3. This Act takes effect September 1, 2023.
