 A BILL TO BE ENTITLED
 AN ACT
 relating to the applicability of certain federal regulations to
 motor vehicles that are manufactured, sold, and operated
 exclusively in this state.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Chapter 750, Transportation Code, is amended by
 adding Section 750.001 to read as follows:
 Sec. 750.001.  APPLICABILITY OF CERTAIN FEDERAL REGULATIONS
 TO MOTOR VEHICLES MANUFACTURED, SOLD, AND OPERATED EXCLUSIVELY IN
 TEXAS. (a) This section applies only to a motor vehicle that is
 manufactured, sold, and operated exclusively in this state.
 (b)  For purposes of this section, a motor vehicle is
 manufactured exclusively in this state if the vehicle is
 manufactured without the inclusion of any parts or materials
 imported from another state or country other than generic and
 insignificant parts or materials.
 (c)  A motor vehicle manufactured and sold exclusively in
 this state must have the words "Made in Texas" affixed to the motor
 vehicle in the manner, form, and location prescribed by the Texas
 Department of Motor Vehicles.
 (d)  A motor vehicle to which this section applies is not
 subject to any federal law or regulation under the authority of the
 United States Congress to regulate interstate commerce relating to:
 (1)  motor vehicle emissions or fuel efficiency
 standards;
 (2)  required equipment for a motor vehicle, other than
 safety equipment; or
 (3)  the use or installation of remote vehicle
 disabling technology, other than a law or regulation that prohibits
 the use or installation of that technology.
 (e)  For purposes of Subsection (d)(3), "remote vehicle
 disabling technology" means any application or device, including
 software, firmware, and hardware, that, when activated or engaged,
 allows a person to disable the operation of a motor vehicle. The
 term does not include an ignition interlock device as defined by
 Article 42A.408, Code of Criminal Procedure.
 SECTION 2.  The change in law made by this Act applies only
 to a motor vehicle that is manufactured on or after the effective
 date of this Act.
 SECTION 3.  This Act takes effect September 1, 2023.
