| 7 | 7 | | relating to the establishment of community-based learning centers |

| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter Z, Chapter 33, Education Code, is |
|---|
| 11 | 11 | | amended by adding Section 33.915 to read as follows: |
|---|
| 12 | 12 | | Sec. 33.915. COMMUNITY-BASED LEARNING CENTERS. (a) In |
|---|
| 13 | 13 | | this section, "center" means a community-based learning center |
|---|
| 14 | 14 | | established under Subsection (b). |
|---|
| 15 | 15 | | (b) The agency shall establish, in collaboration with |
|---|
| 16 | 16 | | faith-based nonprofit organizations, a program for the development |
|---|
| 17 | 17 | | and operation of community-based learning centers in various school |
|---|
| 18 | 18 | | districts to provide students who qualify for compensatory |
|---|
| 19 | 19 | | education, as determined by the commissioner, with access to: |
|---|
| 20 | 20 | | (1) technology; |
|---|
| 21 | 21 | | (2) tutoring services; |
|---|
| 22 | 22 | | (3) mentoring services; |
|---|
| 23 | 23 | | (4) social and emotional support; |
|---|
| 24 | 24 | | (5) outdoor activities; |
|---|
| 25 | 25 | | (6) art; |
|---|
| 26 | 26 | | (7) sports; and |
|---|
| 27 | 27 | | (8) individually designed services and supports that |
|---|
| 28 | 28 | | may include treatment services, personal support services, or any |
|---|
| 29 | 29 | | other support necessary to improve academic and social outcomes for |
|---|
| 30 | 30 | | a student, as determined by a center. |
|---|
| 31 | 31 | | (c) The agency shall adopt minimum training and skills |
|---|
| 32 | 32 | | requirements that each individual providing services through the |
|---|
| 33 | 33 | | center must satisfy. |
|---|
| 34 | 34 | | (d) From funds appropriated for the purpose, the agency |
|---|
| 35 | 35 | | shall pay the costs for developing and operating a center. The |
|---|
| 36 | 36 | | agency shall actively seek federal grants or funds to pay costs |
|---|
| 37 | 37 | | associated with the establishment and operation of each center. |
|---|
| 38 | 38 | | (e) The agency by rule shall establish a procedure for |
|---|
| 39 | 39 | | distributing funds to a school district or other appropriate entity |
|---|
| 40 | 40 | | approved by the agency to establish and operate or contract for the |
|---|
| 41 | 41 | | operation of a center. |
|---|
| 42 | 42 | | (f) In addition to money appropriated by the legislature, |
|---|
| 43 | 43 | | the agency may accept gifts, grants, and donations from any source |
|---|
| 44 | 44 | | for establishing the program. |
|---|
| 45 | 45 | | (g) The agency may adopt rules as necessary to implement |
|---|
| 46 | 46 | | this section, including rules regarding an application process and |
|---|
| 47 | 47 | | eligibility criteria to develop and operate a center. |
|---|
| 48 | 48 | | SECTION 2. This Act takes effect September 1, 2023. |
|---|
