66 AN ACT
77 relating to the establishment of community-based learning centers
88 to serve public school students.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter Z, Chapter 33, Education Code, is
1111 amended by adding Section 33.915 to read as follows:
1212 Sec. 33.915. COMMUNITY-BASED LEARNING CENTERS. (a) In
1313 this section, "center" means a community-based learning center
1414 established under Subsection (b).
1515 (b) The agency shall establish, in collaboration with
1616 faith-based nonprofit organizations, a program for the development
1717 and operation of community-based learning centers in various school
1818 districts to provide students who qualify for compensatory
1919 education, as determined by the commissioner, with access to:
2020 (1) technology;
2121 (2) tutoring services;
2222 (3) mentoring services;
2323 (4) social and emotional support;
2424 (5) outdoor activities;
2525 (6) art;
2626 (7) sports; and
2727 (8) individually designed services and supports that
2828 may include treatment services, personal support services, or any
2929 other support necessary to improve academic and social outcomes for
3030 a student, as determined by a center.
3131 (c) The agency shall adopt minimum training and skills
3232 requirements that each individual providing services through the
3333 center must satisfy.
3434 (d) From funds appropriated for the purpose, the agency
3535 shall pay the costs for developing and operating a center. The
3636 agency shall actively seek federal grants or funds to pay costs
3737 associated with the establishment and operation of each center.
3838 (e) The agency by rule shall establish a procedure for
3939 distributing funds to a school district or other appropriate entity
4040 approved by the agency to establish and operate or contract for the
4141 operation of a center.
4242 (f) In addition to money appropriated by the legislature,
4343 the agency may accept gifts, grants, and donations from any source
4444 for establishing the program.
4545 (g) The agency may adopt rules as necessary to implement
4646 this section, including rules regarding an application process and
4747 eligibility criteria to develop and operate a center.
4848 SECTION 2. This Act takes effect September 1, 2023.
